Manzoor Hasan Manzoor Hasan received his Bachelors Degree in Economics from the London School of Economics and was then called to the English Bar from the Honourable Society of Lincoln’s Inn. He practiced civil and commercial law in England and Bangladesh. Prior to commencing his legal practice, Mr Hasan was a researcher with BRAC and published The Net: Power Structure in Ten Villages (Dhaka, 1980). In 2004 Mr. Hasan re-joined BRAC as its Deputy Executive Director. For BRAC University, he was instrumental in putting together a Masters Degree programme in Governance & Development. In 2005, Mr Hasan co-authored the United Nations Development Programme Beyond Hartals Towards Democratic Dialogue in Bangladesh (2005) published by UNDP Bangladesh. He has been an active member of civil society in Bangladesh for over two decades. Mr Hasan is now the Institutional Advisor of the Institute of Governance Studies, BRAC University. |

Naimur Rahman Naimur has been associated with the efforts of inclusive growth and development for two decades; and has made noteworthy contribution towards technology mediated information infrastructure innovations for improving efficacy of development processes and practices. Technology and knowledge systems innovation, strategic research on technology ecosystem for development, and thought leadership on development policy issues have been the forte of his work. Some of his works have been recognized internationally, including Special Congressional Recognition from the US Congress for outstanding services to the community. Naimur Rahman was the South Asia Director of OneWorld International – an International Non-profit with core focus on technology facilitated development and societal transformation. He also headed One World’s India operation as the Managing Director of OneWorld Foundation India; and serves in the Board of Fundación GKP as the President. Prior to OneWorld, Naimur had worked within civil society, corporate sector, bi-lateral funding agency, and the government. Educated as an engineer, Naimur had subsequently specialised on International Business.

Mohammad Sirajul Islam Research Associate/Lecturer III Mohammad Sirajul Islam joined the Institute in September 2008 as a Research Assistant. He has 5 years of experiences in evaluative, policy and descriptive research and managing research projects. Has worked in programme evaluations, urban governance, public sector governance, RTI, citizens’ monitoring of public procurement, Institutions of Accountability, reforms sustainability, private sector development, and parliament capacity building. Has conducted performance assessment of USAID’s PROGATI project and UNESCO’s CapEFA programme and carried out RTI implementation assessment in Bangladesh by applying Access to Information Implementation Assessment Tool (IAT) of The Carter Center. Has produced report chapters, journal articles and policy papers on primary education, urban politics, RTI for improving transparency in public procurement, public private partnership, budget & Government expenditures, Auditor General Office and the Judiciary in Bangladesh. Has worked for different ministries and agencies of Government of Bangladesh (such as Anti Corruption Commission- Bangladesh, Office of the Comptroller & Auditor General and Central Procurement Technical Unit of Ministry of Planning) both at policy and operational levels, World Bank, World Bank Institute, UNDP, IFC, USAID, UKAID (formerly DFID), The Carter Center and Management Development Foundations (MDF) through various projects. Mr. Islam is an associated faculty member of MA in Governance & Development and a member of training and curriculum design team at the Institute. He received training on experential learing based curriculum design, project cycle management, policy analysis, gender and governance, cultivating critical thinking and experiential learning in teaching process, planning & proposal writing, and Research – Design, Analysis and Interpretation – conducted by ISS, Netherlands, VU University of Amsterdam, MDF-Netherlands, LogicMills and IGS-BRAC University. Dr. Nasiruddin Ahmed Visiting professor & Research Coordinator Dr. Nasiruddin Ahmed joined IGS on 3rd January, 2013 as a Part-Time Faculty (Professor). Prior to joining IGS, he was the Secretary, Internal Resources Division, Ministry of Finance and Chairman, National Board of Revenue. He also worked for the Government in Ministry of Housing and Public Works, Rural Electrification Board, Economic Relations Division, Prime Minister’s Office, Bangladesh Public Administration Training Centre and he taught a course in Economics and Politics in South Asia at the University of Sydney, Australia. He has consultancy experiences in a number of places such as the World Bank, Asian Development Bank, World Health Organization, UNICEF, UNESCO and AME Mineral Economics, Sydney, Australia. He is currently engaged in part-time teaching in Economics at Jahangirnagar University and East West University, Dhaka. He also teaches Masters in Governance and Development Program at IGS. Dr. Ahmed holds PhD in Economics from the University of Sydney, Australia and Masters in Public Sector Management Training and Development Economics from the American University, Washington, D.C. Dr Niaz Asadullah Visiting Senior Research Fellow Dr Niaz Asadullah obtained his D.Phil in Economics from Oxford University and has been teaching Economics at Reading University since 2006. He is also a Research Fellow at the Institute for the Study of Labor (Bonn), an Associate Research Fellow at ESRC Centre on SKOPE (Oxford University), a Fellow of the Royal Society of Arts (UK) and a Distinguished Fellow at BRAC. Previously he held teaching and research appointments at Oxford University, Dhaka University, Bangladesh Institute of Development Studies (BIDS) and the World Bank. His research interests are in development economics, human development and governance. Current research focuses on the causes and consequences of low investment in human capital (including female schooling) in Bangladesh, youth and adolescent development, factors responsible for the rise of madrasahs, economic and psychological determinants of poverty, and Bangladesh's progress in social development. His research has been supported by grants from the Australian Government's AUSAID, Leverhulme Trust, International Growth Centre (IGC), South Asian Network of Economic Research Institutes (SANEI) and the World Bank. M. Shahidul Islam M. Shahidul Islam possesses eight years of qualitative and quantitative research experience in economics particularly in institutional economics, open economy macroeconomics, economic catch-up and demography and development. Prior to joining IGS, Mr Islam worked as a Research Associate with the Institute of South Asian Studies, National University of Singapore, from April 2007 to October 2011. He has also worked as a Research Associate at the Institute of Southeast Asian Studies (ISEAS), Singapore, and was the Assistant Editor of ASEAN Economic Bulletin (AEB), ISEAS’ in-house research journal. Mr Islam consulted several organizations when he was affiliated with the Policy Consultancy Associates, Singapore. M. Shahidul Islam contributed to several book chapters published by, namely, the Palgrave Macmillan, Routledge and Oxford University Press, amongst others. His academic papers were published by the international peer-reviewed journals. Mr Islam presented papers at several international conferences that include: the 4th Global Conference on Business and Economics at the University of Oxford in 2005, the international workshop on Southern Silk Route: Historical Links and Contemporary Convergences at the University of Calcutta in 2008 and the Global Economy after the Crisis: Challenges and Opportunities in Turkish Republic of Northern Cyprus in 2010. He regularly contributes opinion articles to the Roubini Global Economics, New York, Business Times, Singapore, Hindu Business Line, India, and Daily Star and Financial Express, Bangladesh. Mr Islam completed his Masters in Economics from the National University of Singapore and a Bachelor degree in the same discipline from the University of Chittagong, Bangladesh. He has a keen interest in history, literature and cricket.

Dr. Elvira Graner Dr. Elvira Graner has joined IGS in October 2009 as a Research Fellow. She was involved in the State of Governance Report 2009 and conceptualised and co-authored the analysis for the Governance Barometer Survey 2010 (with Syeda Salina Aziz). Currently, she is involved in research about economic governance in the transport and RMG sectors, in Dhaka and nation wide. Her position at IGS includes strengthening capacity development and is co-funded by the German government (through cim, Franfurt). Her academic research in South Asia also includes studies on natural disaster management and international labour migration. More recently, her focus is on governance issues in regard to meeting the MDGs. These studies focus on sector analyses for health and education in Bangladesh, India, and Nepal and include social analyses as well as regional mappings. Her teaching experience at Heidelberg comprises of a broad spectrum of regional courses on South Asia and field classes in the region (Nepal and India). At IGS she is currently involved in teaching research methodology.

Dr. Ipshita Basu Research Fellow Dr. Ipshita Basu is Research Fellow at the Institute of Governance Studies at BRAC University in Dhaka, Bangladesh. She is steering the IDRC Think Tank Initiative Programme which is aimed at building independent research institutes to inform public policy making in developing countries. Prior to this she served as Lecturer in International Security at the University of Warwick and as Visiting Lecturer at the University of Westminster where she taught Political Theory and International Relations. Her primary research interests are in the Political Sociology of Development and Governance, particularly with reference to South Asia. She has researched and written on redistributive justice and extreme left conflict, identity politics, urban governance and development discourse. She holds a first class B.A. degree in Economics and English Literature from Bangalore University (2001), and an M.A. in Gender, Literature and Modernity (2002) from the University of Warwick. After working as a correspondent for the Times of India, she returned to the University of Bath to take up an M.Res in International Development (2005) leading up to a PhD (2005-2009) in International Development . Nuzhat Jabin Nuzhat Jabin holds a Masters Degree in International Development and Environmental Analysis from Monash University, Australia. Her Bachelor Degree was in Environment Management from Independent University, Bangladesh. She worked at the IUCN – The world conservation union. At the Institute she is coordinating the overall management of the Professional Certificate Programme on Environmental Governance under the Building Environmental Governance Capacity in Bangladesh. She is also closely involved with the Affiliated Network on Social Accountability South Asia housed at the Institute. |

Syeda Salina Aziz Syeda Salina Aziz has joined IGS as a Research Associate in October 2008. Her background is Economics. After completing bachelors from Shahjalal University of Science and Technology, she did her MS with a specialization in Development Economics from North South University, Dhaka. She has completed her second masters from University of Guelph, Toronto Canada. Before joining IGS, she worked in a national NGO, the Innovators. She has also worked in a project ‘Development and testing of an effective insurance market to alleviate flood risk vulnerability and poverty in Bangladesh’ funded by Dutch Ministry under Poverty Reduction and Environmental Management (PREM) program. Though Development economics and Environmental economics are her core areas of interest, the experience in IGS also induces her to expand the focus on Public Economics. At the Institute, she is mainly involved with the State of Governance Project. Besides this, she worked on the report Health Governance in Bangladesh and the UNDP project on Governance reform prioritization in Bangladesh.

Nermeen Shams Nermeen Shams holds a Bachelor's Degree in Economics from North South University, Dhaka and a Master's Degree in International Relations from the Fletcher School in Tufts University, Massachusetts. She joined IGS with four years of research experience at the World Bank's Dhaka office, where she worked as Research Analyst in the Poverty Reduction and Economic Management unit. Farhana Razzaque Farhana Razzaque joined IGS in November 2011. She has finished Masters of Philosophy (M.Phil) program from the department of Administration and Organization theory, University of Bergen, Norway. Prior to this, she has completed her Bachelor of Social Sciences in Public Administration from University of Dhaka. As part of fulfillment of M.Phil course requirement at the University, she conducted research including field study and submitted thesis entitled “Making Citizen’s Charter Effective in Public Organizations of Bangladesh: Rhetoric or Reality? A study of Department of Immigration and Passports”. She received Norwegian Education Loan Fund Scholarship for Master’s of Philosophy (M.Phil) Program. She worked as a Research Assistant (July-August, 2011) in the project entitled “The contribution of Government line agencies to UP service delivery” (An UNDP Project led by Arfina Osman, Associate Professor of Department of Public Administration at University of Dhaka). Her research interests are on governance and local governance, governance and politics, government policy and citizen’s rights, administrative culture and public sector reforms, education, labor market and gender issues. |

Faiz Ahmed Chowdhury Faiz Ahmed Chowdhury has joined IGS as a Research Associate in November 2011. He is currently involved with the Affiliated Network on Social Accountability South Asia housed at the Institute. He has completed his Bachelors and Masters in International Relations from Jahangirnagar University. Prior to joining IGS, he worked with Unnayan Onneshan where he coordinated a project on governance. Some of his articles on foreign policy issues were published in the newspaper. His areas of research interest include Climate Change, International Political Economy, Globalization and International Relations, Issues of Governance and Sustainable Development. He is one of the authors of IUCN’s situation analysis study on trans-boundary water regime under the project "Ecosystems for Life: A Bangladesh- India Initiative". He has also participated the IUCN Authors' meeting held in Bangkok, in December, 2010. He has written a positioning paper for Climate Action Network South Asia (CANSA) on climate finance and presented the paper in an international conference held in Kathmandu in January 2011 organized by Climate Action Network South Asia (CANSA) and Oxfam. Faiz also attended the 4th United Nations Conference on Least Developed Countries as part of the Global Civil Society Forum held in May, 2011 in Istanbul, Turkey.

Sultan Mohammed Zakaria Research Associate Sultan Mohammed Zakaria received his Bachelor and Masters degree in Information Science and Library Management from the University of Dhaka. Zakaria started his career with a public policy research initiative entitled Bangladesh First – Bangladesh 2025. He subsequently worked for Unnayan Shamannay, a development research organization; Dept. of Development Studies, Dhaka University; Dept. of GCE and MPPG, North South University in a number of research assignments with different capacities. At the Institute of Governance Studies, Zakaria’s primary involvement is with Institute’s flagship research initiative the State of Governance Report as one of its contributing authors. Among other things, he is also providing supports to the Public Procurement Reform Project, State of Cities Report, and APGG project. Zakaria’s research interest lies in public policy, democracy, governance, and security & strategic studies. He has published in books and peer-reviewed journal, and widely published commentaries, analyses, and Op-Eds on strategic affairs, national and international political developments at different dailies. Ashfaq Ahmed Research Assistant Ashfaq Ahmed completed his BSS (Honors) in Development Studies from University of Dhaka and recently completed MSS in Development Studies with specialization on ‘Natural Resource Management’. Prior joining to IGS, he worked as an intern at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under Environment and Climate Change Division. He joined IGS as a Research Assistant in the Wetland Biodiversity Rehabilitation Project in December 2012. He led a team of Research Assistants to conduct a follow-up survey funded by IUCN for Gender Baseline Situation at Tanguar Haor, Sunamganj (12-14 June, 2012) using both quantitative and qualitative research techniques. He successfully completed short-term intern activities through CNRS at Aila affected areas of Shatkhira District during October 24 to October 27, 2011. The objective of his field study was to identify the health related problems due to major changes in the coastal climate pattern. He worked as a field researcher to conduct Household Survey and FGD in Dhaka, Narayanganj and Rangpur in the study on ‘Dynamics of Urban Poverty in Bangladesh’ under supervision of Dr. M. Abu Eusuf, Associate Professor, Department of Development Studies, University of Dhaka from August 2010 to January 2011. He published a book on ‘Exploring the Unexplored: Required and Available Health Services- Field Level Realities for Selected Industrial Areas at Gazipur, Bangladesh’ from Lambert Academic Publishing- Germany, co-authored by Dr. Shuchita Sharmin, Associate Professor, Department of Development Studies, University of Dhaka. For his academic Excellency, he was awarded NCC Bank merit scholarship in 2008. Besides academic studies Ashfaq has been engaged in a plethora of social, community development and extra-curricular activities. This includes his affiliation to a number of volunteering and community development organizations and youth forums, and his commendable literacy and music skill. Currently, he holds the position of Director at International Youth Council, Bangladesh Chapter. Nabila Zaman Research Assistant Nabila Zaman started her journey as Research Assistant in IGS from April 2013. She completed her Bachelors in Economics from East West University. She also completed her Masters in Economics with specialization in Labor Economics from East West University. Prior to joining IGS, she pursued her career as Coordination Officer in Credit Rating Agency of Bangladesh Limited (CRAB) for a period of one year. Nabila also had teaching exposure while working as Undergraduate Teaching Assistant (UTA) and later Graduate Teaching Assistant (GTA) under Department of Economics at East West University in her final year of BSS in Economics and MSS in Economics. She has been involved with various research works on topics such as ‘Export led Growth’, ‘Economics of Renewable solar power energy’, ‘Micro Health Insurance in Bangladesh’. Musthafizur Rahman Khan Project Officer, ANSA Musthafizur Rahman Khan obtained his Masters degree after completion of BSS (Honors) in Sociology from Shahajalal University of Science & Technology, Sylhet. He has over seven years of professional experience in Program management, community mobilization, facilitation, motivation, communication and networking, provided technical assistance to Local Government. Aneesa Rahman Project Assistant Aneesa Rahman has joined IGS from March 2012. She has completed her Bachelors in Business Administration from United International University (UIU) majoring in Finance and Accounting. At IGS, she is responsible for supporting the ANSA networks core activities like, updating the expenditure every month with the Finance team at IGS, preparing the quarterly and annual reports (both financial and narrative), supporting the development of the newsletter and be responsible for all the logistical arrangements for workshops and all the travel related logistical arrangements. Mahmudul Alam Talukdar (Rasel) Junior Project Assistant Mahmudul Alam Talukdar has joined IGS under the project Affiliated Network for Social Accountability- South Asia Region (ANSA_SAR) in May 2012. Saif Ahmed Khan Rezvy Junior Project Assistant Saif Ahmed Khan Rezvy has joined IGS in June 2012. Munir Uddin Shamim Prior to joining IGS, he worked with GIZ for its Promotion of Legal and Social Empowerment of Women in Bangladesh Project, a joint initiative with the Ministry of Women and Children Affairs, as Gender Specialist-Institutional Capacity Building. He also worked for various organizations like Bangladesh Women Chamber of Commerce and Industry (BWCCI), South Asia Partnership-Bangladesh, COMMUNICA, Human Development Training Division of PROSHIKA and different Bengali newspapers and managed a number of initiatives focused on gender, human rights, informal governance, mediation and arbitration, stop violence against women, livelihood, women entrepreneurship development, local government, public health service and primary education.

Md.Khorshed Alom Mr. Alom has completed his Diploma in ‘Computer Engineering’ from Public Polytechnic Institute, Rangpur, Bangladesh. He has joined in the Institute of Governance Studies (IGS), BRAC University, Bangladesh as Assistant Admin Officer. His core duty is to maintain academic activities and render technical support such as maintaining computer lab, internet and some other logistics support of MA in Governance and Development Programme, especially for the students. Moreover, he assists to Director of IGS in regards to preparing policy note preparation, newsletter preparation, working paper, lecture notes preparation and some graphics work for the Institute. Ekram Hossain Ekram Hossain received his BSS (Hons) and Masters Degree in Sociology from the University of Chittagong. He joined IGS with its National Integrity Strategy (NIS) for Bangladesh project in January 2008 as Project Officer. Before joining IGS, he worked with a number of World Bank research projects and ‘Bangladesh First – Bangladesh 2025’, a collaborative study initiated by a group of concerned citizens led by eminent Lawyer Dr. Kamal Hossain. He also worked with Transparency International Bangladesh (TIB) for 6 years from its inception and was mainly responsible for formation and subsequent functioning of its Committees of Concerned Citizens (CCCs). Prior to that, he worked with a number of human rights organizations including Co-ordinating Council for Human Rights in Bangladesh (CCHRB), Steps towards Development, and Democracywatch. He started his career as a journalist and also worked with Chittagong Radio. A number of his news reports were included in the book “Ekhono Gelona Adhar -- Bangladesh Press Response to 1992 Communalism”, Edited by Prof. Shafi Ahmed and Ms. Purobi Basu, Published by Shahitya Shamabay, Dhaka, 1993. |

Gopakumar Thampi, PhD Gopakumar holds a Doctorate in Entrepreneurial Studies from University of Kerala, India and postgraduate qualifications in Economics and Journalism & Mass Communication. He is also an alumnus of the European Center for Peace Studies, based in Austria. From August 2009 to September 2011, Gopakumar was heading the Secretariat of the Affiliated Network for Social Accountability, South Asia Region & Global at IGS. Till July 31, 2009 Gopakumar was the Director of Public Affairs Centre, a non profit civil society organization based in Bangalore. He was also the Executive Director of Public Affairs Foundation, a sister concern of Public Affairs Centre, from its inception in May 2003 till June 2009. He was also the former Head of the Asia Desk at the Transparency International Secretariat in Berlin from 2002-03, during which time he was also elected as the First Ethics Advisor for the TI Secretariat. He is a Founder and the current President of IT for Change, a non profit organization based in Bangalore. He currently serves in the Advisory Boards of PRAYAS, a GTZ supported knowledge portal on social protection and the GATEWay Project of Transparency International, Berlin. He is also a Board Member and Mentor of Jananeethi Institute, a human rights organization based in Kerala, India. Gopakumar has extensively published in popular, professional and academic journals. His latest contribution is a chapter titled ‘Informed Public Opinion and Official Behaviour Change’ in Sina Odugbemi and Taeku Lee edited, Accountability through Public Opinion: From Inertia to Action, published by the World Bank, Washington DC. Gopakumar is a Fellow at IGS, providing support to the ANSA Program and other initiatives at the Institute.

Theodore Thomas, PhD Theodore Thomas is an adviser to the Institute of Governance Studies, BRAC University. He was previously a consultant to BEI-IGS Consortium, Bangladesh, Consultant to the UNDP, Sierra Leonne and also to Consultant to UNDP, World Bank and many others in Bangladesh. He was also a Senior Staff, Institute of Public Administration, New York, Coordinator IPA, Indonesia, Senior Adviser to the Govt. of Indonesia, National Development Planning Agency and Lecturer at California State University at Fresno, School of Business, Mogadishu. He has a PhD in Political Science and Public Administration, U.C.L.A. and Masters in Political Science and in Bachelors in History and Education from Duke University. He is currently affiliated with the James P. Grant Trust, Washington D.C., EcoVentures International, National Coalition for Dialogue and Deliberation, Development Management Network and United Nations Association. Some of his significant writings include: "Designing Implementation Mechanisms for Externally Funded Development Projects: The Search for Capacity Building and Sustainability." Beata Czajkowska, PhD Fellow Beata Czajkowska holds a PhD in political science from the University of Maryland (College Park, Maryland, USA) and Bachelors Degree from Rutgers University (New Brunswick, NJ, USA). Before coming to Bangladesh, she was a Senior Research Analyst at the Office of Democracy and Governance of the United States Agency for International Development (USAID) in Washington, DC and worked as a consultant for UNDP in Serbia and Montenegro. Dr Czajkowska joined the Institute in February 2006 as a Visiting Associate Professor. Her primary responsibilities were the development and management of research programmes and The State of Governance in Bangladesh reports. She also advised on programme design and institutional development of the Institute. |
