Manzoor Hasan
Advisor

Manzoor Hasan received his Bachelors Degree in Economics from the London School of Economics and was then called to the English Bar from the Honourable Society of Lincoln’s Inn. He practiced civil and commercial law in England and Bangladesh. Prior to commencing his legal practice, Mr Hasan was a researcher with BRAC and published The Net: Power Structure in Ten Villages (Dhaka, 1980).

In the United Kingdom Mr Hasan was involved in the voluntary sector. He was the founding Executive Director of Transparency International Bangladesh (1996 to 2003) and then the Regional Director (Asia-Pacific) of Transparency International in Berlin. Mr Hasan was awarded the Officer of Order of the British Empire (OBE) by Her Majesty Queen Elizabeth II in 2003 for his work on transparency.

In 2004 Mr. Hasan re-joined BRAC as its Deputy Executive Director. For BRAC University, he was instrumental in putting together a Masters Degree programme in Governance & Development. In 2005, Mr Hasan co-authored the United Nations Development Programme Beyond Hartals Towards Democratic Dialogue in Bangladesh (2005) published by UNDP Bangladesh. He has been an active member of civil society in Bangladesh for over two decades. Mr Hasan is now the Advisor of the Institute of Governance Studies, BRAC University.

Rizwan Khair, PhD
Director (In-charge)

Rizwan Khair has a Masters Degree in Public Administration from the University of Dhaka and a MA in Development Studies with a specialisation in ‘Public Policy and Administration’ from the Institute of Social Studies at The Hague, The Netherlands. He did his PhD in Public Policy from University of New England, Australia.

He belongs to the Bangladesh Civil Service and joined IGS on lien from the Government of Bangladesh. On entry to the Bangladesh Civil Service, he served both at the field level administration and, at the central level, Economic Relations Division of the Ministry of Finance. Prior to joining IGS, Dr Khair was Director of the Bangladesh Public Administration Training Centre (BPATC).

He also served on the editorial board of the Bangladesh Journal of Public Administration. His areas of research interest and writings include public policy, public sector management, public sector reforms, human resources management, and GO-NGO relations.Dr.Khair is now the Director (in charge) of the Institute of Governance Studies, BRAC University.

HEADS OF DIFFERENT PROGRAMS

Naimur Rahman
Chief Operations Officer, ANSA South Asia & Global

Naimur has been associated with the efforts of inclusive growth and development for two decades; and has made noteworthy contribution towards technology mediated information infrastructure innovations for improving efficacy of development processes and practices. Technology and knowledge systems innovation, strategic research on technology ecosystem for development, and thought leadership on development policy issues have been the forte of his work. Some of his works have been recognized internationally, including Special Congressional Recognition from the US Congress for outstanding services to the community.

Naimur Rahman was the South Asia Director of OneWorld International – an International Non-profit with core focus on technology facilitated development and societal transformation. He also headed One World’s India operation as the Managing Director of OneWorld Foundation India; and serves in the Board of Fundación GKP  as the President.

Prior to OneWorld, Naimur had worked within civil society, corporate sector, bi-lateral funding agency, and the government. Educated as an engineer, Naimur had subsequently specialised on International Business.

Dr. Ipshita Basu
Research Fellow

Dr. Ipshita Basu is Research Fellow at the Institute of Governance Studies at BRAC University in Dhaka, Bangladesh. She is steering the IDRC Think Tank Initiative Programme which is aimed at building independent research institutes to inform public policy making in developing countries. Prior to this she served as Lecturer in International Security at the University of Warwick and as Visiting Lecturer at the University of Westminster where she taught Political Theory and International Relations.

Her primary research interests are in the Political Sociology of Development and Governance, particularly with reference to South Asia. She has researched and written on redistributive justice and extreme left conflict, identity politics, urban governance and development discourse.

She holds a first class B.A. degree in Economics and English Literature from Bangalore University (2001), and an M.A. in Gender, Literature and Modernity (2002) from the University of Warwick. After working as a correspondent for the Times of India, she returned to the University of Bath to take up an M.Res in International Development (2005) leading up to a PhD (2005-2009) in International Development .

Jamil Ahmed
Team Leader-Outreach & Communication

Jamil Ahmed obtained his Masters degree in English Language and Linguistics following completion of a BA Honors in English Literature. He had a diploma on Civil Society Outreach from Institute of Development Studies IDS - UK, London and had a diploma in Mass Communications & Journalism from Press Institute of Bangladesh - PIB. He received advanced training on Media Communications & Campaign organized by CARE International head quarter in Atlanta, USA.
Jamil Ahmed has over fifteen years of professional experience in Program Development and Management, especially in the areas of program design, develop and implementation, Design and manage Civil Society Policy Advocacy Campaigns on different focused issues. Specialized in relationship building with civil society, Policy advocacy campaign, BCC/IEC materials development and information dissemination, Electronic and print media mobilization activities, Efficient in training, participation and facilitation.

Jamil Ahmed worked with renowned National and International agencies including The Daily Star (the leading English Newspaper in Bangladesh), British INGO Action Aid, Save the Children - USA, USAID funded Governance programs (LGI-ARD & DLGP-RTI), Transparency International Bangladesh (TIB) & CARE International - USA. Gained significant knowledge about Democracy, Governance, Education, Human Rights, Anti Corruption, Civil Society as a result of experience in working with several different national and international agencies. Besides, he is involved with several national and international electronic and print media agencies and associations. He also presents/moderators programs and talk shows in several radio and TV channels in Bangladesh.

Md. Zohurul Islam, PhD
Assistant Professor (Academic Coordinator)

Md. Zohurul Islam has received his B.Com (Hons) MBS degree in Management Studies from Rajshahi University; he also obtained his MS in Human Resource Planning and Development from Guru Gobinda Singh Indrapastha University, New Delhi, India, and Post-graduate Diploma in Personnel Management from BIM, Dhaka. He has a PhD degree from School of Management, Asian Institute of Technology (AIT), Thailand.

Prior to joining IGS, he had extensive 16 years work experience as Training manager, Facilitator and Researcher in a public sector apex training institution named Bangladesh Public Administration Training Centre (BPATC), where he worked in different capacities as a Faculty member. Recently he had held the post of Deputy Director (Service) in BPATC. From BPATC he received a number of training at home and abroad.

Dr. Islam has published a significant number of publications in national and international Peer Reviewed Journals. He has presented and published several papers at different international academic conferences such as: ILO, Geneva; Honolulu Hawaii, USA; Asian Academy of Management Conference, Malaysia; South Asian Management Forum, Nepal; Asian Business Research Institute, Dhaka. Dr. Islam has done research in the field of Public Administration, Management, Education & Training curriculum, Business and Gender issues.  

Dr. Islam’s research interests lie in: HRM practice in Public and Private Sector, IT & HRM, Governance, Training & Development, Training Evaluation, Informal sector employment, Transformational Leadership.

Dr. Islam is now working at the Institute of Governance Studies, as an Assistant Professor (Academic Coordinator).

Mohammad Sirajul Islam
Research Associate

Mohammad Sirajul Islam joined the Institute in September 2008 as a Research Assistant. He has worked on Institutions of Accountability, reforms sustainability, civil service training program on Private Sector Development, strengthening parliamentary capacity building, and State of Governance Report.

Currently, he is involved in the State of Cities research, the State of Governance in Bangladesh 2010-11 report, and the Expert and Support Services to the Public Private Stakeholders Committee formed under the auspices of Public Procurement Reforms Project-II in association with the Central Procurement Technical Unit of the IME Division of the Ministry of Planning.

He did his MSS and BSS (Hons.) on Public Administration from the University of Dhaka. His interested areas of work are governance and democracy, public accountability, and capacity building in public sector. He got published articles in journals and newspapers too.

Md. Harun-Or-Rashid
Research Associate

Md. Harun-Or-Rashid completed his Masters in Political Science from the University of Dhaka. Prior to joining the Institute, he worked as a Monitoring Evaluation and Learning Assistant under Social Investment Program Project (SIPP) of World Bank, implemented by the Social Development Foundation, Bangladesh.

At the Institute, he was involved with the State of Governance (SoG) in Bangladesh 2008 and 2009 Reports and co-authored two chapters ‘Institutions of Accountability’ and the ‘International Labour Migration: Making Migrant Workers Welfare Central to Governance’.  Besides this, he worked on strengthening parliamentary capacity building, Governance in the Education Sector and anti corruption issues in Bangladesh. Currently, he is involved in the State of Cities research, the State of Governance in Bangladesh 2010-11 report and Public Private Stakeholders Committee (PPSC), formed under the auspices of Public Procurement Reforms Project-II in association with the Central Procurement Technical Unit of the IME Division of the Ministry of Planning.

His research interests are governance, political culture, local government, ethnic conflict and management, small state security, poverty alleviation strategy, Refugee and Migration etc.

RESEARCH AND PROJECT STAFF


Dr. Elvira Graner
Research Fellow

Dr. Elvira Graner has joined IGS in October 2009 as a Research Fellow. She was involved in the State of Governance Report 2009 and conceptualised and co-authored the analysis for the Governance Barometer Survey 2010 (with Syeda Salina Aziz). Currently, she is involved in research about economic governance in the transport and RMG sectors, in Dhaka and nation wide. Her position at IGS includes strengthening capacity development and is co-funded by the German government (through cim, Franfurt).

Prior to this assignment, she was full time faculty at the South Asia Institute (SAI) at Heidelberg University/Germany, where she had joined in 1995. During this period she obtained a post-doc degree (habilitation) on "Institutional conflicts of carpet manufacturing in Nepal" (2008). Her first Ph.D. in Geography was from Freiburg University/Germany, based on her research on "The Political Ecology of Community Forestry in Nepal" (1996).

Her academic research in South Asia also includes studies on natural disaster management and international labour migration. More recently, her focus is on governance issues in regard to meeting the MDGs. These studies focus on sector analyses for health and education in Bangladesh, India, and Nepal and include social analyses as well as regional mappings. Her teaching experience at Heidelberg comprises of a broad spectrum of regional courses on South Asia and field classes in the region (Nepal and India). At IGS she is currently involved in teaching research methodology.

M. Shahidul Islam
Visiting Research Fellow

M. Shahidul Islam possesses eight years of qualitative and quantitative research experience in economics particularly in institutional economics, open economy macroeconomics, economic catch-up and demography and development.

Prior to joining IGS, Mr Islam worked as a Research Associate with the Institute of South Asian Studies, National University of Singapore, from April 2007 to October 2011. He has also worked as a Research Associate at the Institute of Southeast Asian Studies (ISEAS), Singapore, and was the Assistant Editor of ASEAN Economic Bulletin (AEB), ISEAS’ in-house research journal. Mr Islam consulted several organizations when he was affiliated with the Policy Consultancy Associates, Singapore.

M. Shahidul Islam contributed to several book chapters published by, namely, the Palgrave Macmillan, Routledge and Oxford University Press, amongst others. His academic papers were published by the international peer-reviewed journals. Mr Islam presented papers at several international conferences that include: the 4th Global Conference on Business and Economics at the University of Oxford in 2005, the international workshop on Southern Silk Route: Historical Links and Contemporary Convergences at the University of Calcutta in 2008 and the Global Economy after the Crisis: Challenges and Opportunities in Turkish Republic of Northern Cyprus in 2010. He regularly contributes opinion articles to the Roubini Global Economics, New York, Business Times, Singapore, Hindu Business Line, India, and Daily Star and Financial Express, Bangladesh.

Mr Islam completed his Masters in Economics from the National University of Singapore and a Bachelor degree in the same discipline from the University of Chittagong, Bangladesh. He has a keen interest in history, literature and cricket.

Nuzhat Jabin
Project Manager

Nuzhat Jabin holds a Masters Degree in International Development and Environmental Analysis from Monash University, Australia. Her Bachelor Degree was in Environment Management from Independent University, Bangladesh. She worked at the IUCN – The world conservation union. At the Institute she is coordinating the overall management of the Professional Certificate Programme on Environmental Governance under the Building Environmental Governance Capacity in Bangladesh. She is also closely involved with the Affiliated Network on Social Accountability South Asia housed at the Institute.

Syeda Salina Aziz
Senior Research Associate

Syeda Salina Aziz has joined IGS as a Research Associate in October 2008. Her background is Economics. After completing bachelors from Shahjalal University of Science and Technology, she did her MS with a specialization in Development Economics from North South University, Dhaka. She has completed her second masters from University of Guelph, Toronto Canada.

Before joining IGS, she worked in a national NGO, the Innovators. She has also worked in a project ‘Development and testing of an effective insurance market to alleviate flood risk vulnerability and poverty in Bangladesh’ funded by Dutch Ministry under Poverty Reduction and Environmental Management (PREM) program. Though Development economics and Environmental economics are her core areas of interest, the experience in IGS also induces her to expand the focus on Public Economics. At the Institute, she is mainly involved with the State of Governance Project. Besides this, she worked on the report Health Governance in Bangladesh and the UNDP project on Governance reform prioritization in Bangladesh.

Kazi Nurmohammad Hossainul Haque
Senior Research Associate

Kazi Haque is a social scientist specialized in governance, development and public policy. His research interests include civil society, NGOs, political parties, public sector reform and migration. He is currently in the research teams on citizen’s voice and accountability, and, political parties for the upcoming State of Governance (SoG) report 2010-2011. He is also collaborating with the Head of Research in conceptualizing, analyzing and editing the first ever State of Cities (SoC) report of Bangladesh.

Kazi did his bachelor’s in social science (major: International Relations) from Dhaka University. He has a MA in Development Studies from International Institute of Social Studies (ISS) of the Erasmus University Rotterdam in Den Haag, The Netherlands and MA in Public Policy from Central European University (CEU) in Budapest, Hungary. He received an Erasmus Mundus scholarship (MundusMAPP) of the European Commission for the two masters. Kazi has long work experience in research, programme management, advocacy, policy analysis and teaching. His previous workplaces are: Civil Service College (CSC) Dhaka, National Development Agency (NDA) of Hungarian government, Centre for Policy Studies (CPS) and Open Society Institute’s Local Government Initiative (OSI/LGI) based in Budapest, Management and Resources Development Initiative (MRDI), South Asia Partnership (SAP) Bangladesh Country Office and Refugee and Migratory Movements Research Unit (RMMRU) of Dhaka University.

Nermeen Shams
Research Associate

Nermeen Shams holds a Bachelor's Degree in Economics from North South University, Dhaka and a Master's Degree in International Relations from the Fletcher School in Tufts University, Massachusetts.

She joined IGS with four years of research experience at the World Bank's Dhaka office, where she worked as Research Analyst in the Poverty Reduction and Economic Management unit. At the Institute, she is involved with the State of Governance report. She also worked on a study on health sector governance, analyzing in particular health policy making environment.

Mariha Khalid
Research Associate

Mariha Khalid joined IGS as a Research Associate in 2011. She graduated with Bachelors in English Literature from North South University and completed a Masters in International Relations from the University of Bristol, UK.  Her Masters thesis was on the sustainability of bilateral relations between Pakistan and the USA after September 11th on which she received a distinction.

Prior to joining IGS, she was involved with the Healthcare sector in London, working for Cancer Research UK and the National Health Service (NHS). She had also previously worked for Standard Chartered Bank in Dhaka.

At the institute, she is currently involved with the State of Cities Report where she is working on service delivery and poverty alleviation. She is also involved with the State of Governance Report.Her research interests include Global Governance and Security and Conflict issues.

Farhana Razzaque
Research Associate

Farhana Razzaque joined IGS in November 2011. She has finished Masters of Philosophy (M.Phil) program from the department of Administration and Organization theory, University of Bergen, Norway. Prior to this, she has completed her Bachelor of Social Sciences in Public Administration from University of Dhaka. As part of fulfillment of M.Phil course requirement at the University, she conducted research including field study and submitted thesis entitled “Making Citizen’s Charter Effective in Public Organizations of Bangladesh: Rhetoric or Reality? A study of Department of Immigration and Passports”.

She received Norwegian Education Loan Fund Scholarship for Master’s of Philosophy (M.Phil) Program. She worked as a Research Assistant (July-August, 2011) in the project entitled “The contribution of Government line agencies to UP service delivery” (An UNDP Project led by Arfina Osman, Associate Professor of Department of Public Administration at University of Dhaka).

Her research interests are on governance and local governance, governance and politics, government policy and citizen’s rights, administrative culture and public sector reforms, education, labor market and gender issues.

Faiz Ahmed Chowdhury
Research Associate

Faiz Ahmed Chowdhury has joined IGS as a Research Associate in November 2011. He is currently involved with the Affiliated Network on Social Accountability South Asia housed at the Institute.

He has completed his Bachelors and Masters in International Relations from Jahangirnagar University. Prior to joining IGS, he worked with Unnayan Onneshan where he coordinated a project on governance. Some of his articles on foreign policy issues were published in the newspaper.

His areas of research interest include Climate Change, International Political Economy, Globalization and International Relations, Issues of Governance and Sustainable Development.

He is one of the authors of IUCN’s situation analysis study on trans-boundary water regime under the project "Ecosystems for Life: A Bangladesh- India Initiative". He has also participated the IUCN Authors' meeting held in Bangkok, in December, 2010. He has written a positioning paper for Climate Action Network South Asia (CANSA) on climate finance and presented the paper in an international conference held in Kathmandu in January 2011 organized by Climate Action Network South Asia (CANSA) and Oxfam. Faiz also attended the 4th United Nations Conference on Least Developed Countries as part of the Global Civil Society Forum held in May, 2011 in Istanbul, Turkey.

Rubayet Hamid
Research Assistant

Rubayet Hamid completed her Bachelors degree in Economics from the Queen Mary College, University of London. She completed her A’ levels from Mastermind School and O’Levels from South Breeze School.

Prior to joining the institute, she worked as an Intern in Grameen Bank and also as a Rapporteur in Action Aid Bangladesh. After joining IGS, she assisted in the Private Sector Development report done for the Embassy of Kingdom of Netherlands.

Currently she is working for ‘The State of Dhaka City’ report on the first chapter which concerns the social history of Dhaka city. She is also working on the ‘State of Governance’ report on organized citizen’s voice and accountability.

Rigan Chakma
Research Assistant

Rigan Chakma completed Masters & Bachelors in International Relations from the University of Dhaka, Bangladesh. He joined IGS as a Research Assistant under the Governance and Anti-Corruption Plan for the EKN project.

At IGS, Rigan works on Social history of Dhaka for ‘The State of Dhaka City’ report. He also works on political parties of Bangladesh in ‘State of Governance’ report. He assists in data collection from daily newspapers for PPSC newsletter.

Before joining IGS he worked as a Student Associate at the Young Researchers’ Forum (YRF), a student wing of the Refugee and Migratory Movements Research Unit (RMMRU).

Jannatul Fardosh
Research Assistant

Jannatul Fardosh did her Masters in International Relations from the University of Dhaka. Prior to joining the Institute, she worked with the Refugee and Migratory Movements Research Unit (RMMRU) and with the P& P Associates Consulting as a Research Assistant.

Jannatul was actively involved with the Young Researchers’ Forum as a young researcher. She received a government researcher scholarship from the Social Science Research Council, Division of Planning, for conducting a full fledged research on “The Impact of Rural-Urban Migration in the Northwest Region of Bangladesh” in April, 2010.

At the institute, she is currently working with the State of Cities Report where she is involved in urban service delivery and poverty alleviation. She is also working with the State of Governance Report.

Her areas of research interest are urban poverty, urbanisation and development, governance and democracy, violence against women, rural-urban migration, NGO/ non-state actors and human rights.

Nazmul Arifeen
Research Assistant

Nazmul Arifeen holds a Master’s degree in International Relations from the University of Dhaka. Prior to joining to the IGS, he worked as a Research Assistant to Professor Amena Mohsin of Dhaka University. He also worked with BEI under the “Countering Terrorism in Bangladesh (CTB)” project funded by the British High Commission.

Arifeen received trainings on Climate Change provided by the University of Colorado, USA held in Kathmandu, Nepal as well as on Peace Building in South Asia by the Commonwealth Secretariat, Chandigarh, India.

Arifeen was selected by the Ministry of Foreign Affairs of Thailand to take part in an exchange programme in Bangkok that aimed at enhancing Track-II diplomacy between ASEAN and SAARC regions. He later voluntarily worked with the Embassy of Thailand in different capacities.

His research interests include foreign policy of Bangladesh, non-traditional security issues, climate change and terrorism.

Sultan Mohammed Zakaria
Research Assistant

Sultan Mohammed Zakaria received his Masters in Information Science and Library Management from the University of Dhaka. Currently, he is doing LLB under the University of London International Programme.

Zakaria started his early career with a public policy research initiative dubbed Bangladesh First – Bangladesh 2025. He then served Unnayan Shamannay, a development research organization as a Research Officer and the Development Studies department, Dhaka University as a Research Assistant. Of late, he was engaged with the North South University as a Manuscript Editor in its public policy and governance programme. Zakaria has also worked with the Institute of Governance Studies before in one of its flagship research initiatives National Integrity Strategies (NIS). Moreover, he has also worked with DNet and World Bank Parliamentary Programme in a couple of research projects. Zakaria is also engaged with GIZ and Swisscontact (SARO) as a freelance consultant with different capacities.

Zakaria’s research interest lies in public policy, democracy and governance; international trade and national economy; and security, strategic issues and South and Middle Eastern affairs etc. He has got more than 70 publications and postings to his credit on international relations, strategic affairs, and governance related issues in the leading dailies of the country. He occasionally contributes to the Strategic Issues, the Daily Star.

Fatema Samina Yasmin
Research Assistant

Fatema Samina Yasmin completed her BSS (Honors) and MSS in Political Science from University of Dhaka. Prior joining to IGS, she worked as a Young Professional Officer at UNDP Bangladesh at the Local Governance Cluster.

She joined IGS as a Project Assistant in the ‘United Nations Convention Against Corruption (UNCAC) Implementation in Bangladesh’ project in July 2009. She was also associated with works related to strengthening parliamentary capacity building, ANSA, primary education and social accountability. At present, she is working on Bangladesh Youth Survey, 2011 funded by SDC and UNDP.

Sophia Hyder
Visiting Researcher

Sophia Hyder is a Visiting Researcher working on a chapter for the State of Governance 2011 report. She is in the process of completing her Masters degree in International Development Policy from Duke University in the US. She holds an undergraduate degree from the University of Virginia in Foreign Affairs and South Asian Studies.

Sophia Hyder has been working in the international development field since 2003. She is currently a Senior Business Proposal Manager with the Finance Department for the International Development Group with RTI International. Hyder has developed cost strategies and prepared budgets for multilateral and bilateral donors with estimated values ranging from $300 million to $1 million for the Middle East, Africa, and South Asia. She has previously worked in South Africa on the USAID sponsored Farmer to Farmer program, and at Chemonics International in new business development for South Asia.

Munir Uddin Shamim
Senior Programme Manager

Munir Uddin Shamim joined IGS in August 2011. He completed MSS and BSS (Honors) in Sociology from the University of Dhaka. He did his master’s thesis on Urbanization and Housing Policies: A Comparative Study on Some Selected Countries in South Asia. He also received professional training hosted by different academic and training institutions including the Humber Business School, Canada, Victoria University of Manchester, Collective Leadership Institute, Germany, the South Asian Network for Gender Activists and Trainers and Asian Management Institute, Thailand.  

He has over 12 years of working experience in project cycle management including project formulation, proposal development, planning and implementation. His major professional expertise encompasses training and facilitation, capacity building, partnership management, advocacy, gender analysis/gender audit, LFA, RBM, result based M&E and qualitative & quantitative research. His major published research reports included ‘Building Women in Business: A Situation Analysis of Women Entrepreneurs in Bangladesh’, Situation of Primary Education in the Coastal Areas of Bangladesh’, ‘Women’s Rights Situation in Coastal Areas: A Partial Story of the Marginalized People in Bangladesh’ and ‘Collective Journey towards Women’s Economic Empowerment: A Report on Promoting Women Entrepreneurship through Advocacy’.

Prior to joining IGS, he worked with GIZ for its Promotion of Legal and Social Empowerment of Women in Bangladesh Project, a joint initiative with the Ministry of Women and Children Affairs, as Gender Specialist-Institutional Capacity Building. He also worked for various organizations like Bangladesh Women Chamber of Commerce and Industry (BWCCI), South Asia Partnership-Bangladesh, COMMUNICA, Human Development Training Division of PROSHIKA and different Bengali newspapers and managed a number of initiatives focused on gender, human rights, informal governance, mediation and arbitration, stop violence against women, livelihood, women entrepreneurship development, local government, public health service and primary education.

Salahuddin Mahmud
Senior Manager – Finance, Administration and HR

Salahuddin Mahmud is heading the finance, administration and HR teams. He also provides advice and guidance to Director and Heads/Coordinators of different projects of IGS on issues associated with IGS finance, administration and HR matters. His appointment has been facilitated by the International Development Research Centre’s (IDRC) Think Tank Initiative grant. Prior to joining IGS Mr. Mahmud briefly worked as General Manager at Maxwell Stamp Ltd – a leading consultancy firm of the country in the development sector.  There he looked after administration and human resources departments.

He has over a decade of work experience in the USA and Canada.  He worked in the capacities of Senior Financial Analyst, Product Planner, Retail Manager and Manager – Finance & Administration in global multinational companies in semiconductor, financial, telecom and retail industries. His expertise includes strategic analysis, forecasting, KPI monitoring, system process improvement with skills and process transformation reducing redundancy and cost.

Mr. Mahmud received an MBA from Colorado Technical University/ Huron University, USA in 1996 and a Master of Commerce degree from University of Dhaka in 1992.  He also teaches MBA and BBA students as adjunct Assistant Professor of Finance and Banking Department at Southeast University and IBAIS University.

Mohammed Kamrul Hasan Bhuiyan
Manager (Finance & Accounts)

Mohammad Kamrul Hasan Bhuiyan holds an MBA in Finance from BRAC University; M.Com and B.Com (Hons.) in Accounting from Govt. Titumir College. He also holds a Diploma in Computer Software Engineering. He got professional trainings from local and international organizations on financial management.

Mr. Bhuiyan is responsible for preparing budget for various projects / proposals and monitor proper utilization of budgets. He prepares project based and institutional periodical financial reports for donors and stakeholders. He manages and oversees sub-grants. Also manages liquidity and maintain records of fund flow. He arranges and support both internal and external audits. He monitors day to day various accounts & financial activities. He checks and verifies all kinds of bill/invoice for ensuring the accurate accounting transaction. He assists the Director for taking administrative and financial decision. Mr. Bhuiyan provides technical assistance and orientation to management of IGS and other projects.

Prior to joining the Institute, Mr. Bhuiyan worked for commercial organizations for more than three years. While doing his MBA, he also worked with the Director of MBA Program, BRAC University as a Teaching Assistant. He is a member of Bangladesh National Cadet Corps (BNCC).

Md Nahid Waliul
Manager Administration & Logistics

Nahid Waliul holds an LLB Honours degree (Bachelor of Laws) from the University of London. Previously, he worked as a Sales Adviser of British Gas Plc, UK and as a Deputy Manager of Ryman Ltd, Kensington High St, London. At Institute Of Governance Studies, Waliul is working as Manager Administration & Logistics. His key responsibilities include: maintaining inventory data, material requisition, procurement- quotation collection, work order, and also to ensure smooth and timely logistic support.

Nafisa Hussain
Executive Officer

Nafisa Hussain completed MBA in Human Resources from Mahatma Gandhi University of India and BSc. (Honors) in Computing from Portsmouth University of UK. She has a Higher National Diploma in Computer IT from Scottish Qualification Authority, U.K.

Nafisa joined IGS in February 2009 as an Executive Officer. She is responsible in handling all HR activities, project documentation and supervising in updating the website.

Nafisa, born and brought up in U.A.E., was associated there with various reputed organizations like Al Masaood, Pioneers Systems LLC and Overseas Oilfield Services.

Umme Salma completed BSS (Hons) and MSS in Political Science from the University of Dhaka. She also completed a special course on PGDPM (Post Graduate Diploma in Personnel Management) from BIM (Bangladesh Institut of Management).Before Joining IGS she worked with CARE Bangladesh as an ‘Administrative Support Officer’ and before that she also worked with Plan International Bangladesh as an ‘Administration Officer’.

Narayan Chandra Das
Finance Officer

Narayan Chandra Das holds Chartered Accountancy Course Completion (CACC) with Shahadat Hossain & Co. Chartered Accountants under The Institute of Chartered Accountants of Bangladesh (ICAB) and M.Com (Accounting) from Dhaka College under National University. He is responsible to prepare financial statements, budgets, and maintain accounts related documents. Mridha Fuhad Ahmed obtained MBA in Marketing and Masters in Management from National University, Bangladesh. He did his Bachelors Degree in Commerce from the University of Kolkata, India. He also obtained two Diplomas in Marketing Management and Computer Science & Technology from AIES, India and Ministry of Education, Bangladesh respectively. Mr. Ahmed also achieved Post Graduate Diploma in Human Resource and Hospitality Management from Bangladesh Institute of Management Studies. Prior to joining the Institute he worked as a Professional Trainer at BRAC International in Afghanistan. Chandan Bikash Nath Studying MBA in Management Information System from the Ahsanullah University of Science and Technology, Dhaka. He holds a BSS in Social Science from National University, Dhaka. Md. Khorshed Alom completed his Diploma in Computer Engineering from Rangpur Polytechnic Institute, Rangpur under Bangladesh Technical Education Board, Dhaka. Ekram Hossain
Senior Project Officer

Ekram Hossain received his BSS (Hons) and Masters Degree in Sociology from the University of Chittagong. He joined IGS with its National Integrity Strategy (NIS) for Bangladesh project in January 2008 as Project Officer. Before joining IGS, he worked with a number of World Bank research projects and ‘Bangladesh First – Bangladesh 2025’, a collaborative study initiated by a group of concerned citizens led by eminent Lawyer Dr. Kamal Hossain. He also worked with Transparency International Bangladesh (TIB) for 6 years from its inception and was mainly responsible for formation and subsequent functioning of its Committees of Concerned Citizens (CCCs). Prior to that, he worked with a number of human rights organizations including Co-ordinating Council for Human Rights in Bangladesh (CCHRB), Steps towards Development, and Democracywatch. He started his career as a journalist and also worked with Chittagong Radio.

A number of his news reports were included in the book “Ekhono Gelona Adhar -- Bangladesh Press Response to 1992 Communalism”, Edited by Prof. Shafi Ahmed and Ms. Purobi Basu, Published by Shahitya Shamabay, Dhaka, 1993.

Gaoher Aziz Hossainy
Communications Officer

Gaoher Aziz Hossainy graduated in Mechanical Engineering from Bangladesh University of Engineering and Technology (BUET) and currently pursuing MBA in Institute of Business Administration (IBA), Dhaka University. He joined IGS as a Communications Officer of the Affiliated Network for Social Accountability South Asia Region (ANSA –SAR) team in February 2012. His responsibilities include working with the COO to develop a holistic communication strategy for ANSA’s partnership and outreach, managing ANSA-SAR web portal and Newsletter, and supporting online and offline communication initiatives of IGS, among others.

He started his career as a Planning Engineer in Otobi Ltd in 2008. Following a brief stint in public relations and marketing in Next-Face Ltd and School Journal, he joined The Daily Star as a Sub-editor and Features Writer in 2010. He joined The Independent as a Staff Reporter in 2011 where he wrote articles and features on topics ranging from business, economics, entrepreneurship, agriculture to climate change. His articles were also published in PV Magazine, a German publication on renewable and solar energy.

Besides journalism, he worked as a professional interpreter/translator for foreign journalists, documentary makers, development agencies and businesspersons coming to Bangladesh. He has worked with journalists from the UN news service (IRIN), The Daily Independent (UK), Time magazine, Sunday Herald (Scotland), The Global Post and The Economist. He also worked as an interpreter at the International Crimes Tribunal, Bangladesh, for David Bergman, an eminent British journalist and documentary maker.

Zohora Farzana Ahmed Bipasha
Communications Associate

Zohora Farzana Ahmed Bipasha received Masters and Bachelor Degree in Economics from the University of Dhaka. She completed her S.S.C and H.S.C from Mymensingh Girls' Cadet College.

Prior to joining IGS, she worked as a Rapporteur in 'Manusher Jonno Foundation', Substitute Teacher in European Standard School (ESS), as an Associate Researcher in BARCIK (Bangladesh Resource Center for Indigenous Knowledge) and as a Project Research Officer Institute of Microfinance (InM). She also worked in JATRI (Journalism Training & Research Initiative).

Farhana Rahman Khan
Publications Associate

Farhana Rahman Khan has joined IGS on September 2011. She has completed her Bachelor’s in Business Administration from American International University-Bangladesh.

At IGS, she is responsible for developing publication activities (newsletter, media briefs, booklet & brochures), develop communication materials to support fund raising and public relations, web content development & editing, project proposal preparations and every other event management activities.

She previously worked with Ventura Properties Ltd., Pinnacle Executive Training, Consultancy & Software Firm and in Gateway International School & Coaching Centre. She has been an avid member of AIUB Oratory Club & takes deep interest in presentation and public speaking activities.

CONSULTANT

S M Shoeb Rahman
Grant Administration & Program Development Consultant, ANSA

S M Rahman is facilitating administrative co-ordination of all the grantees of ANSA-South Asia Region. In addition to that, he is building partnership with the government of Bangladesh with the aim of developing a World Bank funded local government program here in Bangladesh.

Prior to this, he served for 17 years in the defense service of Bangladesh in various administrative, managerial and director level capacities. During this long tenure, besides his professional responsibilities, he actively supervised and participated in various government sponsored service delivery programs like food, water, electricity distribution    during crisis period. Mr. Rahman was also involved with various rehabilitation programs for flood and cyclone victims. He also served in the United Nations (UN) under Department of Peace Keeping Operation (DPKO) in Liberia as Admin, Logistic and Co-ordination officer.

His primary field of research and work is Non-Traditional Security parameters (NTS) like security of education, health, employment, food, housing, environment etc in the changing global context. He occasionally writes on the national dailies focusing on NTS. Apart from this, he has researched extensively on international conflicts and ways to resolve those for greater integration and peace.

Mr. Rahman holds an M Phil on Peace and Conflict Studies from University of Dhaka. He graduated from Bangladesh University of Engineering & Technology (BUET) as an Engineer. At present, he is pursuing a Ph D at the University of Dhaka with a research work on Non-Traditional Security (NTS) within national security concept in a globalize world.

Gopakumar Thampi, PhD
Fellow

Gopakumar holds a Doctorate in Entrepreneurial Studies from University of Kerala, India and postgraduate qualifications in Economics and Journalism & Mass Communication.  He is also an alumnus of the European Center for Peace Studies, based in Austria. From August 2009 to September 2011, Gopakumar was heading the Secretariat of the Affiliated Network for Social Accountability, South Asia Region & Global at IGS. Till July 31, 2009 Gopakumar was the Director of Public Affairs Centre, a non profit civil society organization based in Bangalore. He was also the Executive Director of Public Affairs Foundation, a sister concern of Public Affairs Centre, from its inception in May 2003 till June 2009. He was also the former Head of the Asia Desk at the Transparency International Secretariat in Berlin from 2002-03, during which time he was also elected as the First Ethics Advisor for the TI Secretariat. He is a Founder and the current President of IT for Change, a non profit organization based in Bangalore. He currently serves in the Advisory Boards of PRAYAS, a GTZ supported knowledge portal on social protection and the GATEWay Project of Transparency International, Berlin. He is also a Board Member and Mentor of Jananeethi Institute, a human rights organization based in Kerala, India.

Gopakumar has extensively published in popular, professional and academic journals. His latest contribution is a chapter titled ‘Informed Public Opinion and Official Behaviour Change’ in Sina Odugbemi and Taeku Lee edited, Accountability through Public Opinion: From Inertia to Action, published by the World Bank, Washington DC.

Gopakumar is a Fellow at IGS, providing support to the ANSA Program and other initiatives at the Institute.

Theodore Thomas, PhD
Advisor

Theodore Thomas is an adviser to the Institute of Governance Studies, BRAC University. He was previously a consultant to BEI-IGS Consortium, Bangladesh, Consultant to the UNDP, Sierra Leonne and also to Consultant to UNDP, World Bank and many others in Bangladesh. He was also a Senior Staff, Institute of Public Administration, New York, Coordinator IPA, Indonesia, Senior Adviser to the Govt. of Indonesia, National Development Planning Agency and Lecturer at California State University at Fresno, School of Business, Mogadishu. He has a PhD in Political Science and Public Administration, U.C.L.A. and Masters in Political Science and in Bachelors in History and Education from Duke University. He is currently affiliated with the James P. Grant Trust, Washington D.C., EcoVentures International, National Coalition for Dialogue and Deliberation, Development Management Network and United Nations Association. Larry Taman
Research Fellow

Larry Taman is a senior lawyer and public servant with extensive experience in rule of law and justice sector reforms serving in a number of countries throughout the world. He was the civil service head of a large justice ministry (Ontario, Canada), responsible for 7000 staff in criminal prosecutions, civil legal advice, legislative drafting, justice policy, court administration and access to justice (including legal aid, public trusteeship and the legal protection of children and vulnerable people).

In 2004, working for the UNDP and the Minister of Justice in Afghanistan, he was the principle author of Justice for All, a roadmap for justice reform and legal sector development assistance in that country. He has provided assistance internationally in legal education and judicial training (Albania, Mongolia), anti-corruption (Bangladesh), and capacity development (Afghanistan, Bosnia and Herzegovina).


Akhlaque Haque, PhD
Research Fellow

Akhlaque Haque is an Associate Professor of Government and Director of Graduate Studies in Public Administration at the University of Alabama at Birmingham, USA. Dr. Haque is an established scholar in public administration and policy specific to information management applications in government. He received his PhD (Urban and Public Affairs) from Cleveland State University, Ohio, USA.

He has published widely in the area of geographic information systems (GIS) and government and his expertise has been recognized in public administration and public policy mainstream literature. He served in the past as an editorial Board member of the Public Administration Review – the premier journal in the field of public administration; and served in the US National Council for Accreditation of Masters Degree of Public Administration Programs (NASPAA). Dr Haque has provided a US Congressional Briefing on GIS and local government policy at a Congressional briefing in the United States.


Beata Czajkowska, PhD
Advisor

Beata Czajkowska holds a PhD in political science from the University of Maryland (College Park, Maryland, USA) and Bachelors Degree from Rutgers University (New Brunswick, NJ, USA). Before coming to Bangladesh, she was a Senior Research Analyst at the Office of Democracy and Governance of the United States Agency for International Development (USAID) in Washington, DC and worked as a consultant for UNDP in Serbia and Montenegro.

Dr Czajkowska joined the Institute in February 2006 as a Visiting Associate Professor. Her primary responsibilities were the development and management of research programmes and The State of Governance in Bangladesh reports. She also advised on programme design and institutional development of the Institute.
