Manzoor Hasan Manzoor Hasan received his Bachelors Degree in Economics from the London School of Economics and was then called to the English Bar from the Honourable Society of Lincoln’s Inn. He practiced civil and commercial law in England and Bangladesh. Prior to commencing his legal practice, Mr Hasan was a researcher with BRAC and published The Net: Power Structure in Ten Villages (Dhaka, 1980). In 2004 Mr. Hasan re-joined BRAC as its Deputy Executive Director. For BRAC University, he was instrumental in putting together a Masters Degree programme in Governance & Development. In 2005, Mr Hasan co-authored the United Nations Development Programme Beyond Hartals Towards Democratic Dialogue in Bangladesh (2005) published by UNDP Bangladesh. He has been an active member of civil society in Bangladesh for over two decades. Mr Hasan is now the Advisor of the Institute of Governance Studies, BRAC University. |

Naimur Rahman Naimur has been associated with the efforts of inclusive growth and development for two decades; and has made noteworthy contribution towards technology mediated information infrastructure innovations for improving efficacy of development processes and practices. Technology and knowledge systems innovation, strategic research on technology ecosystem for development, and thought leadership on development policy issues have been the forte of his work. Some of his works have been recognized internationally, including Special Congressional Recognition from the US Congress for outstanding services to the community. Naimur Rahman was the South Asia Director of OneWorld International – an International Non-profit with core focus on technology facilitated development and societal transformation. He also headed One World’s India operation as the Managing Director of OneWorld Foundation India; and serves in the Board of Fundación GKP as the President. Prior to OneWorld, Naimur had worked within civil society, corporate sector, bi-lateral funding agency, and the government. Educated as an engineer, Naimur had subsequently specialised on International Business. |

Dr. Ipshita Basu Research Fellow Dr. Ipshita Basu is Research Fellow at the Institute of Governance Studies at BRAC University in Dhaka, Bangladesh. She is steering the IDRC Think Tank Initiative Programme which is aimed at building independent research institutes to inform public policy making in developing countries. Prior to this she served as Lecturer in International Security at the University of Warwick and as Visiting Lecturer at the University of Westminster where she taught Political Theory and International Relations. Her primary research interests are in the Political Sociology of Development and Governance, particularly with reference to South Asia. She has researched and written on redistributive justice and extreme left conflict, identity politics, urban governance and development discourse. She holds a first class B.A. degree in Economics and English Literature from Bangalore University (2001), and an M.A. in Gender, Literature and Modernity (2002) from the University of Warwick. After working as a correspondent for the Times of India, she returned to the University of Bath to take up an M.Res in International Development (2005) leading up to a PhD (2005-2009) in International Development . Mohammad Sirajul Islam Mohammad Sirajul Islam joined the Institute in September 2008 as a Research Assistant. He has worked on Institutions of Accountability, reforms sustainability, civil service training program on Private Sector Development, strengthening parliamentary capacity building, and State of Governance Report. He did his MSS and BSS (Hons.) on Public Administration from the University of Dhaka. His interested areas of work are governance and democracy, public accountability, and capacity building in public sector. He got published articles in journals and newspapers too.

Md. Harun-Or-Rashid Md. Harun-Or-Rashid completed his Masters in Political Science from the University of Dhaka. Prior to joining the Institute, he worked as a Monitoring Evaluation and Learning Assistant under Social Investment Program Project (SIPP) of World Bank, implemented by the Social Development Foundation, Bangladesh. At the Institute, he was involved with the State of Governance (SoG) in Bangladesh 2008 and 2009 Reports and co-authored two chapters ‘Institutions of Accountability’ and the ‘International Labour Migration: Making Migrant Workers Welfare Central to Governance’. Besides this, he worked on strengthening parliamentary capacity building, Governance in the Education Sector and anti corruption issues in Bangladesh. Currently, he is involved in the State of Cities research, the State of Governance in Bangladesh 2010-11 report and Public Private Stakeholders Committee (PPSC), formed under the auspices of Public Procurement Reforms Project-II in association with the Central Procurement Technical Unit of the IME Division of the Ministry of Planning. His research interests are governance, political culture, local government, ethnic conflict and management, small state security, poverty alleviation strategy, Refugee and Migration etc.

Dr. Elvira Graner Dr. Elvira Graner has joined IGS in October 2009 as a Research Fellow. She was involved in the State of Governance Report 2009 and conceptualised and co-authored the analysis for the Governance Barometer Survey 2010 (with Syeda Salina Aziz). Currently, she is involved in research about economic governance in the transport and RMG sectors, in Dhaka and nation wide. Her position at IGS includes strengthening capacity development and is co-funded by the German government (through cim, Franfurt). Her academic research in South Asia also includes studies on natural disaster management and international labour migration. More recently, her focus is on governance issues in regard to meeting the MDGs. These studies focus on sector analyses for health and education in Bangladesh, India, and Nepal and include social analyses as well as regional mappings. Her teaching experience at Heidelberg comprises of a broad spectrum of regional courses on South Asia and field classes in the region (Nepal and India). At IGS she is currently involved in teaching research methodology. |

M. Shahidul Islam M. Shahidul Islam possesses eight years of qualitative and quantitative research experience in economics particularly in institutional economics, open economy macroeconomics, economic catch-up and demography and development. Prior to joining IGS, Mr Islam worked as a Research Associate with the Institute of South Asian Studies, National University of Singapore, from April 2007 to October 2011. He has also worked as a Research Associate at the Institute of Southeast Asian Studies (ISEAS), Singapore, and was the Assistant Editor of ASEAN Economic Bulletin (AEB), ISEAS’ in-house research journal. Mr Islam consulted several organizations when he was affiliated with the Policy Consultancy Associates, Singapore. M. Shahidul Islam contributed to several book chapters published by, namely, the Palgrave Macmillan, Routledge and Oxford University Press, amongst others. His academic papers were published by the international peer-reviewed journals. Mr Islam presented papers at several international conferences that include: the 4th Global Conference on Business and Economics at the University of Oxford in 2005, the international workshop on Southern Silk Route: Historical Links and Contemporary Convergences at the University of Calcutta in 2008 and the Global Economy after the Crisis: Challenges and Opportunities in Turkish Republic of Northern Cyprus in 2010. He regularly contributes opinion articles to the Roubini Global Economics, New York, Business Times, Singapore, Hindu Business Line, India, and Daily Star and Financial Express, Bangladesh. Mr Islam completed his Masters in Economics from the National University of Singapore and a Bachelor degree in the same discipline from the University of Chittagong, Bangladesh. He has a keen interest in history, literature and cricket. |

Nuzhat Jabin Nuzhat Jabin holds a Masters Degree in International Development and Environmental Analysis from Monash University, Australia. Her Bachelor Degree was in Environment Management from Independent University, Bangladesh. She worked at the IUCN – The world conservation union. At the Institute she is coordinating the overall management of the Professional Certificate Programme on Environmental Governance under the Building Environmental Governance Capacity in Bangladesh. She is also closely involved with the Affiliated Network on Social Accountability South Asia housed at the Institute. |

Syeda Salina Aziz Syeda Salina Aziz has joined IGS as a Research Associate in October 2008. Her background is Economics. After completing bachelors from Shahjalal University of Science and Technology, she did her MS with a specialization in Development Economics from North South University, Dhaka. She has completed her second masters from University of Guelph, Toronto Canada. Before joining IGS, she worked in a national NGO, the Innovators. She has also worked in a project ‘Development and testing of an effective insurance market to alleviate flood risk vulnerability and poverty in Bangladesh’ funded by Dutch Ministry under Poverty Reduction and Environmental Management (PREM) program. Though Development economics and Environmental economics are her core areas of interest, the experience in IGS also induces her to expand the focus on Public Economics. At the Institute, she is mainly involved with the State of Governance Project. Besides this, she worked on the report Health Governance in Bangladesh and the UNDP project on Governance reform prioritization in Bangladesh.

Nermeen Shams Nermeen Shams holds a Bachelor's Degree in Economics from North South University, Dhaka and a Master's Degree in International Relations from the Fletcher School in Tufts University, Massachusetts. Farhana Razzaque Farhana Razzaque joined IGS in November 2011. She has finished Masters of Philosophy (M.Phil) program from the department of Administration and Organization theory, University of Bergen, Norway. Prior to this, she has completed her Bachelor of Social Sciences in Public Administration from University of Dhaka. As part of fulfillment of M.Phil course requirement at the University, she conducted research including field study and submitted thesis entitled “Making Citizen’s Charter Effective in Public Organizations of Bangladesh: Rhetoric or Reality? A study of Department of Immigration and Passports”. She received Norwegian Education Loan Fund Scholarship for Master’s of Philosophy (M.Phil) Program. She worked as a Research Assistant (July-August, 2011) in the project entitled “The contribution of Government line agencies to UP service delivery” (An UNDP Project led by Arfina Osman, Associate Professor of Department of Public Administration at University of Dhaka). Faiz Ahmed Chowdhury Faiz Ahmed Chowdhury has joined IGS as a Research Associate in November 2011. He is currently involved with the Affiliated Network on Social Accountability South Asia housed at the Institute. He has completed his Bachelors and Masters in International Relations from Jahangirnagar University. Prior to joining IGS, he worked with Unnayan Onneshan where he coordinated a project on governance. Some of his articles on foreign policy issues were published in the newspaper. His areas of research interest include Climate Change, International Political Economy, Globalization and International Relations, Issues of Governance and Sustainable Development. He is one of the authors of IUCN’s situation analysis study on trans-boundary water regime under the project "Ecosystems for Life: A Bangladesh- India Initiative". He has also participated the IUCN Authors' meeting held in Bangkok, in December, 2010. He has written a positioning paper for Climate Action Network South Asia (CANSA) on climate finance and presented the paper in an international conference held in Kathmandu in January 2011 organized by Climate Action Network South Asia (CANSA) and Oxfam. Faiz also attended the 4th United Nations Conference on Least Developed Countries as part of the Global Civil Society Forum held in May, 2011 in Istanbul, Turkey. |

Jannatul Fardosh Research Assistant Jannatul Fardosh did her Masters in International Relations from the University of Dhaka. Prior to joining the Institute, she worked with the Refugee and Migratory Movements Research Unit (RMMRU) and with the P& P Associates Consulting as a Research Assistant. Jannatul was actively involved with the Young Researchers’ Forum as a young researcher. She received a government researcher scholarship from the Social Science Research Council, Division of Planning, for conducting a full fledged research on “The Impact of Rural-Urban Migration in the Northwest Region of Bangladesh” in April, 2010. At the institute, she is currently working with the State of Cities Report where she is involved in urban service delivery and poverty alleviation. Nazmul Arifeen Nazmul Arifeen holds a Master’s degree in International Relations from the University of Dhaka. Prior to joining to the IGS, he worked as a Research Assistant to Professor Amena Mohsin of Dhaka University. He also worked with BEI under the “Countering Terrorism in Bangladesh (CTB)” project funded by the British High Commission. Arifeen received trainings on Climate Change provided by the University of Colorado, USA held in Kathmandu, Nepal as well as on Peace Building in South Asia by the Commonwealth Secretariat, Chandigarh, India. Arifeen was selected by the Ministry of Foreign Affairs of Thailand to take part in an exchange programme in Bangkok that aimed at enhancing Track-II diplomacy between ASEAN and SAARC regions. He later voluntarily worked with the Embassy of Thailand in different capacities. His research interests include foreign policy of Bangladesh, non-traditional security issues, climate change and terrorism. |

Sultan Mohammed Zakaria Sultan Mohammed Zakaria received his Masters in Information Science and Library Management from the University of Dhaka. Currently, he is doing LLB under the University of London International Programme. Zakaria started his early career with a public policy research initiative dubbed Bangladesh First – Bangladesh 2025. He then served Unnayan Shamannay, a development research organization as a Research Officer and the Development Studies department, Dhaka University as a Research Assistant. Of late, he was engaged with the North South University as a Manuscript Editor in its public policy and governance programme. Zakaria has also worked with the Institute of Governance Studies before in one of its flagship research initiatives National Integrity Strategies (NIS). Moreover, he has also worked with DNet and World Bank Parliamentary Programme in a couple of research projects. Zakaria is also engaged with GIZ and Swisscontact (SARO) as a freelance consultant with different capacities. Zakaria’s research interest lies in public policy, democracy and governance; international trade and national economy; and security, strategic issues and South and Middle Eastern affairs etc. He has got more than 70 publications and postings to his credit on international relations, strategic affairs, and governance related issues in the leading dailies of the country. Fatema Samina Yasmin Fatema Samina Yasmin completed her BSS (Honors) and MSS in Political Science from University of Dhaka. Prior joining to IGS, she worked as a Young Professional Officer at UNDP Bangladesh at the Local Governance Cluster. She joined IGS as a Project Assistant in the ‘United Nations Convention Against Corruption (UNCAC) Implementation in Bangladesh’ project in July 2009. She was also associated with works related to strengthening parliamentary capacity building, ANSA, primary education and social accountability. At present, she is working on Bangladesh Youth Survey, 2011 funded by SDC and UNDP. She also works as an Online Volunteer for Amnesty International Secretariat and was selected as the only volunteer from the South Asian region. Munir Uddin Shamim Prior to joining IGS, he worked with GIZ for its Promotion of Legal and Social Empowerment of Women in Bangladesh Project, a joint initiative with the Ministry of Women and Children Affairs, as Gender Specialist-Institutional Capacity Building. He also worked for various organizations like Bangladesh Women Chamber of Commerce and Industry (BWCCI), South Asia Partnership-Bangladesh, COMMUNICA, Human Development Training Division of PROSHIKA and different Bengali newspapers and managed a number of initiatives focused on gender, human rights, informal governance, mediation and arbitration, stop violence against women, livelihood, women entrepreneurship development, local government, public health service and primary education.

Mohammed Kamrul Hasan Bhuiyan Mr. Bhuiyan is responsible for preparing budget for various projects / proposals and monitor proper utilization of budgets. He prepares project based and institutional periodical financial reports for donors and stakeholders. He manages and oversees sub-grants. Also manages liquidity and maintain records of fund flow. He arranges and support both internal and external audits. He monitors day to day various accounts & financial activities. He checks and verifies all kinds of bill/invoice for ensuring the accurate accounting transaction. He assists the Director for taking administrative and financial decision. Mr. Bhuiyan provides technical assistance and orientation to management of IGS and other projects. Prior to joining the Institute, Mr. Bhuiyan worked for commercial organizations for more than three years. Ekram Hossain Ekram Hossain received his BSS (Hons) and Masters Degree in Sociology from the University of Chittagong. He joined IGS with its National Integrity Strategy (NIS) for Bangladesh project in January 2008 as Project Officer. Before joining IGS, he worked with a number of World Bank research projects and ‘Bangladesh First – Bangladesh 2025’, a collaborative study initiated by a group of concerned citizens led by eminent Lawyer Dr. Kamal Hossain. He also worked with Transparency International Bangladesh (TIB) for 6 years from its inception and was mainly responsible for formation and subsequent functioning of its Committees of Concerned Citizens (CCCs). Prior to that, he worked with a number of human rights organizations including Co-ordinating Council for Human Rights in Bangladesh (CCHRB), Steps towards Development, and Democracywatch. He started his career as a journalist and also worked with Chittagong Radio. Gaoher Aziz Hossainy Communications Officer Gaoher Aziz Hossainy graduated in Mechanical Engineering from Bangladesh University of Engineering and Technology (BUET) and currently pursuing MBA in Institute of Business Administration (IBA), Dhaka University. He joined IGS as a Communications Officer of the Affiliated Network for Social Accountability South Asia Region (ANSA –SAR) team in February 2012. His responsibilities include working with the COO to develop a holistic communication strategy for ANSA’s partnership and outreach, managing ANSA-SAR web portal and Newsletter, and supporting online and offline communication initiatives of IGS, among others. He started his career as a Planning Engineer in Otobi Ltd in 2008. Following a brief stint in public relations and marketing in Next-Face Ltd and School Journal, he joined The Daily Star as a Sub-editor and Features Writer in 2010. He joined The Independent as a Staff Reporter in 2011 where he wrote articles and features on topics ranging from business, economics, entrepreneurship, agriculture to climate change. His articles were also published in PV Magazine, a German publication on renewable and solar energy. Besides journalism, he worked as a professional interpreter/translator for foreign journalists, documentary makers, development agencies and businesspersons coming to Bangladesh. He has worked with journalists from the UN news service (IRIN), The Daily Independent (UK), Time magazine, Sunday Herald (Scotland), The Global Post and The Economist. Gopakumar Thampi, PhD Gopakumar holds a Doctorate in Entrepreneurial Studies from University of Kerala, India and postgraduate qualifications in Economics and Journalism & Mass Communication. He is also an alumnus of the European Center for Peace Studies, based in Austria. From August 2009 to September 2011, Gopakumar was heading the Secretariat of the Affiliated Network for Social Accountability, South Asia Region & Global at IGS. Till July 31, 2009 Gopakumar was the Director of Public Affairs Centre, a non profit civil society organization based in Bangalore. He was also the Executive Director of Public Affairs Foundation, a sister concern of Public Affairs Centre, from its inception in May 2003 till June 2009. He was also the former Head of the Asia Desk at the Transparency International Secretariat in Berlin from 2002-03, during which time he was also elected as the First Ethics Advisor for the TI Secretariat. He is a Founder and the current President of IT for Change, a non profit organization based in Bangalore. He currently serves in the Advisory Boards of PRAYAS, a GTZ supported knowledge portal on social protection and the GATEWay Project of Transparency International, Berlin. He is also a Board Member and Mentor of Jananeethi Institute, a human rights organization based in Kerala, India. Gopakumar has extensively published in popular, professional and academic journals. His latest contribution is a chapter titled ‘Informed Public Opinion and Official Behaviour Change’ in Sina Odugbemi and Taeku Lee edited, Accountability through Public Opinion: From Inertia to Action, published by the World Bank, Washington DC. Gopakumar is a Fellow at IGS, providing support to the ANSA Program and other initiatives at the Institute.

Theodore Thomas, PhD Theodore Thomas is an adviser to the Institute of Governance Studies, BRAC University. He was previously a consultant to BEI-IGS Consortium, Bangladesh, Consultant to the UNDP, Sierra Leonne and also to Consultant to UNDP, World Bank and many others in Bangladesh. He was also a Senior Staff, Institute of Public Administration, New York, Coordinator IPA, Indonesia, Senior Adviser to the Govt. of Indonesia, National Development Planning Agency and Lecturer at California State University at Fresno, School of Business, Mogadishu. He has a PhD in Political Science and Public Administration, U.C.L.A. and Masters in Political Science and in Bachelors in History and Education from Duke University. He is currently affiliated with the James P. Grant Trust, Washington D.C., EcoVentures International, National Coalition for Dialogue and Deliberation, Development Management Network and United Nations Association. Some of his significant writings include: "Designing Implementation Mechanisms for Externally Funded Development Projects: The Search for Capacity Building and Sustainability." Beata Czajkowska, PhD Advisor Beata Czajkowska holds a PhD in political science from the University of Maryland (College Park, Maryland, USA) and Bachelors Degree from Rutgers University (New Brunswick, NJ, USA). Before coming to Bangladesh, she was a Senior Research Analyst at the Office of Democracy and Governance of the United States Agency for International Development (USAID) in Washington, DC and worked as a consultant for UNDP in Serbia and Montenegro. Dr Czajkowska joined the Institute in February 2006 as a Visiting Associate Professor. Her primary responsibilities were the development and management of research programmes and The State of Governance in Bangladesh reports. She also advised on programme design and institutional development of the Institute. |
