The Institute of Governance Studies (IGS) registered with Chartered Institute of Purchasing and Supply (CIPS) in 2009 as the first CIPS study centre in the South Asia region. CIPS is an international organization, based in the UK, serving the purchasing and supply profession. Dedicated to promoting good practice, CIPS provides a wide range of services for the benefit of members and the wider business community. With more than 49,000 members worldwide, CIPS has grown to become an enduring force in the purchasing and supply profession.
CIPS was identified as the suggested Consultant and its services are provisioned in the government approved Public Procurement Reform Project II to provide support on the “Development of Procurement Core Competence Skills” under the Component 1: Furthering Policy Reform and Institutionalizing Capacity Development, supporting through incentive mechanisms provisioned for sustainability of the procurement competency in the sectoral agencies of the country. CIPS was contracted by the Central Procurement Technical Unit (CPTU), Implementation, Monitoring and Evaluation Division (IMED) of the Ministry of Planning of Bangladesh, to deliver the following:
• to develop and implement a procurement core skills enhancement program;
• to design and introduce a procurement competence and accreditation program; and
• To support the CPTU in implementing these elements of Component 1 (b).
The primary need is to increase the capacity/capability of public sector procurement staff from a fairly low level to a high level in both areas.
CIPS has partnered with the Institute of Governance Studies to deliver the CIPS qualifications programmes at Level 4 Foundation Diploma and Level 5 Advanced Diploma in Bangladesh. IGS is also developing a top-up Masters programme on procurement under this collaboration.
