Background and Scope for Professional Certificate Programme

Institute of Governance Studies (IGS), BRAC University (BRACU) is jointly implementing the ‘Building Environmental Governance Capacity in Bangladesh’ project with North South University, Centre for Natural Resource Studies and University of Manitoba, Canada. As part of the project, IGS-BRACU intends to offer a Certificate Programme on Environmental Management and Governance.

The professional certificate course will be an intense programme which will provide opportunities to government, non-government and private sector executives to be trained with key concepts of environmental issues and concerns, management system, environmental governance, implementation methods and procedures.

The curriculum for this programme has been designed to offer exposure and training on theoretical knowledge on key issues, supplemented by case studies where appropriate, to make the programme as practical as possible.

Purpose and Objectives

The main purpose of the certificate programme is to sensitize and further the capacity of mid-level public-sector officials, NGO officials and executives from the private sector on key environmental governance issues related to natural resources and environment management. It is expected that the programme will enhance their understanding of the issues and sharpen their decision-making capability. This programme is designed to give the advanced knowledge and to address issues pertinent to Bangladesh.

The objective of the certificate programme is to change the mindset of the participants by making them aware of the governance issues relating to natural resources and environment and enable them to use appropriate tools (such as environmental and social impact assessment) in formulating and implementing development plans that help to achieve the goal of sustainable development.

Target Group and Duration

The four months Certificate Programme on Environmental Management and Governance is targeted for mid-level public sector officials, NGO officials as well as executives from the private sector. One of the primary target groups for the programme are government officials as they are directly involved with key environmental decision-making and it is crucial to improve their understanding of the issues and build up their capacity to address them. The programme will commence from 4 October 2010 and classes will be held at BRAC University premises at 66, Mohakhali, Dhaka 1212, from 6-9 pm, four days a week

The Programme Curriculum

The certificate programme is designed to be a four month long programme with twenty-five participants. The programme will be offered once a year.

Faculty members from BRACU, other private and public universities in Bangladesh, practitioners of environmental governance and faculty members from University of Manitoba will teach in the programme.

Under the Professional Certificate Programme, the following modules will be offered:

EMG 410:  Management for sustainable development

This course attempts to introduce participants to key environmental concerns both at the local and global level. These concerns stems from cross-scale (regional, national, sub-national, local) and various types of sources (public sector, private sector) through which environment and development facets interact with each other. It aims to train the participants with the concept and need for sustainable development, the various actors and the tools for effective governance for sustainability.

EMG 411:  Environmental governance

The course introduces the concept of governance and builds into the problems and issues of natural resources and environmental governance. It aims to acquaint the students with the various actors involved with the governance using case studies where appropriate.

EMG 412:  Policy regimes for natural resource and environment management

This course aims to introduce the students to the policy-legal regimes for natural resource and environment management with particular focus on Bangladesh. It discusses the legal regimes and the compliance of national laws regarding natural resources and environment management. This course also gives an overview of the Bangladesh country strategy documents prepared as compliance of international treaties.

EMG 413: Tools of Evaluation and Experiential Learning

The field study course is divided into two parts. The first part will consist of classes on EIA and SIA tools and techniques. This component aims to introduce the tools needed for implementing projects pertaining to natural resource and environment management. The second part will involve the actual field study where students will be required to apply their knowledge from other courses in the programme as well as what they have learned about EIA.

Admission requirements

For admission into the Certificate Programme on Environmental Governance, a candidate must meet the following requirements:

a) The candidate must have

  • At least three years’ Bachelors degree* or a Masters degree in any discipline; and
  • At least second class in SSC, HSC and in the Bachelor’s degree or at least second division/class in SSC, HSC, and a CGPA of at least 2.00 in the Bachelor’s degree. (Alternatively, for HSC-Letter grades/O-Level in the five subjects and A-Level in two subjects with a GPA of 2.0 or above. According to BRAC University scale: A=5, B=4, C=3, D=2 & E=1. Only one E is acceptable)

b) The candidate must qualify in an admission test consisting of a written test and an interview.

*At least a three years Bachelor’s degree or a Masters degree in any discipline with no third division/class (or no CGPA below 2.0) at any level. The requirement for a three years Bachelor’s degree/third-division may be relaxed for a candidate who has a post graduate certificate or diploma course in addition to a Bachelor’s degree or who has at least 10 years of job experience and passes an assessment test, subject to the approval of the BU Academic Council.

Fees structure

The total cost of the four month programme is Tk.36,000 which will have to be paid at enrolment. Each student will be awarded a bursary of Tk. 6,400 during the programme.

Resource Team
Resource persons from BRAC University, professionals at the government sectors, and academics from University of Manitoba (Canada) and North South University (Dhaka).

Language of Instruction
The lectures and presentations will be in English. However, the resource persons may encourage some discussions in Bangla if it serves effective learning. In general, the course is suitable for participants with good command in English language.

Evaluation Mechanism
The course will follow a module by module evaluation of learning. Structured daily evaluation, mid-term evaluation and course-end-evaluation will ensure that participants’ expectation and course objectives are consistent with major learning process.
