KNOWLEDGE MANAGEMENT SPECIALIST

Affiliated Network for Social Accountability – South Asia Region (ANSA-SAR)

VACANCY 01:

Responsibilities:

ANSA-SAR intends to appoint a Knowledge Management Specialist to lead on Knowledge Management mandate of ANSA, and offer hands-on support towards implementation of ANSA’s knowledge and learning strategy. Reporting to the Chief Operating Officer (COO), the position will ensure that knowledge management and learning approach are integrated within the entire range of ANSA’s work:

1.    Institutionalise processes and mechanisms for knowledge and experience sharing within and across ANSA Network. Facilitate knowledge exchange and peer learning between ANSA partners off and online

2.    Work with ANSA partners on research for enriching social accountability knowledge; and for knowledge extraction from experiential learning. Directly manage the ongoing process of methodical study to and capture the experiential knowledge from the ANSA supported social accountability innovations; and help synthesize these learning to extract new knowledge and insights on social accountability in South Asia. Ensure quality assurance of ANSA published knowledge products.

3.    In close coordination with Regional Anchors; and the country convening groups, nurture emergence of the Community of Practice (COP) as  ecognized and respected knowledge entities on social accountability. Indentify opportunities of complementarities and synergy between the thematic COPs and serve as a key connector to leverage these opportunities.

4.    Closely work with the Programme Manager and the Communication Officer to ensure that the ANSA-SAR portal is completely aligned to support the knowledge management strategy and approach of ANSA-SAR. Develop and manage a publicly accessible digital repository of social accountability knowledge resources – make appropriate refinements on the portal design wherever necessary.

5.    Under strategic guidance of the COO, design and put into practice a pragmatic framework on knowledge market for social accountability, which can eventually function autonomous of ANSA oversight.

6.    Create an inventory of country-based capacity to undertake social accountability pilots, projects, research, networks, policy advocacy, curricula development, impact assessments on social accountability – leading to the development of a comprehensive knowledge base on social accountability paradigm in South Asia. Also put into practice of its regular refinements to avoid obsolescence

7.    Provide need based knowledge support to the Programme Manager and COO for the development and implementation of emerging in-country social accountability programmes.

8.    Draft documents including briefs, agendas, presentations, concept notes, and other papers; and undertake field visits to project sites as needed. Represent ANSA-SAR to key government, donor and other audiences

9.    Undertake any other activities and tasks as required by the COO.

Qualifications

The candidate should be Post Graduate in knowledge management, information management / information technology, social science, management or media studies with around 3-5 years experience on social accountability, governance and development discipline.

The candidate must have a good understanding of development issues and excellent written and verbal communications skills in English and preferably Bangla. In addition, he/she must be self-motivated, enterprising and open to learning.

S.L. NO. 2:

COMMUNICATIONS OFFICER

VACANCY 01:

ANSA-SAR intends to appoint a Communication Officer to manage this strategic communication role – in alignment with the emerging institutional strategy and Knowledge Management approach of ANSA. Reporting to COO, this position will be responsible for supporting the entire range of communication related activities of ANSA.

Responsibilities

The candidate will support the entire Communication related tasks of the ANSA Secretariat under overall supervision and guidance of COO:

1.    Work with COO and the Programme Manager to develop and put into practice a holistic communication communication plan for ANSA, building on existing accomplishments and past activities.

2.    Be responsible for strengthening partnership and outreach effort of ANSA-SAR. Engage with partners on a routine basis to gather their updates and experience for publishing on ANSA portal.

3.    Editorially manage and further improve the revamped ANSA-SAR portal, in line with the ANSA’s communication plan and knowledge Management strategy. Overall responsibility of handling the ANSA Portal with regular update of content and relevant SAc materials.

4.    Be responsible for publishing the online version of ANSA-SAR Newsletter on monthly basis.

5.    Work with partners to capture voices of community (that the Partners serve) and integrate multi-media approaches to amplify these voices through ANSA portal for policy influencing, advocacy and constructive dialogue with public institutions. Support the Regional Anchors and Country Convening Groups of ANSA supported Community of Practice (CoP) in leveraging the ANSA portal as platform for knowledge sharing and collaboration.

6.    Lead on managing print-publications of ANSA-SAR Secretariat (inclusive of coordination with content developers / providers, layout & visual designers and printing). Support other online and offline communication initiatives of IGS and ANSA-SAR as and when requited

7.    Provide need based communication support to the Programme Manager and COO for the development and implementation of emerging in-country social accountability programmes. Draft documents including briefs, agendas, presentations, concept notes, and other papers; and undertake field visits to project sites as needed.

8.    Participate in development and social accountability events, meetings, and conferences to represent ANSA in Bangladesh and regionally.

9.    Undertake any other activities and tasks as required by the COO and Programme Manager.

Qualifications

The candidate should be Graduate in communications, journalism, or media studies with 3-5 years experience on social sciences, social accountability or development discipline.

The candidate must have a good understanding of development issues and excellent written and verbal communications skills in English and preferably Bangla. Knowledge of any other South Asia language would be an advantage. In addition, he/she must be self-motivated, enterprising and open to learning.

Affiliated Network for Social Accountability – South Asia Region (ANSA-SAR) was initiated in 2009 by a seed grant from the World Bank Institute. The primary objective of this network is to enhance and scale up social accountability initiatives in the South Asia; and create linkages and synergies between different actors and institutions to synergize and enhance efforts on the demand side of governance. Over past years, ANSA has provided small grants for experimenting and scaling up micro-level social accountability initiatives by existing and emerging actors, especially civil society organizations that work at the grassroots; have conducted and supported research, development of knowledge products on specific social accountability and peer sharing and learning forums; and helped build capacities and competencies of civil society as well as public institutions through workshops, conference and peer-learning forums.

ANSA-SAR has now been positioned as an “incubator” of new ideas and approaches to social accountability in South Asia; and also as a facilitator in building bridges between scattered social accountability knowledge sources and developing a network of practitioners in South Asia. This offers strategic opportunity for ANSA to take advantage of its positioning as Knowledge Lead on social accountability practices, and serve as connector between non-government actors (CSOs, research institutions/think tanks, media) and the government (incl. Donors) – to develop process and mechanisms for enhanced accountability of public institutions; and facilitating constructive dialogue off and on-line This could however be achieved by effectively communicating ANSA’s activities and achievements to exhibit its unique value proposition.
