Orientation Program” for the 4th batch of Masters in Governance and Development Program

An “Orientation Program” was held for the 4th batch of Masters in Governance and Development program on 1 April, 2012. Dr. Ainun Nishat, Vice Chancellor of BRAC University, Dr. Rizwan Khair, Director-in-Charge of the Institute of Governance Studies and a few other IGS staff members attended the program. Dr. Ainun Nishat gave a speech addressing the students of the course in this orientation program.


Module Development Meeting for Right to Information Training

The Affiliated Network for Social Accountability-South Asia Region (ANSA-SAR) of IGS organised a meeting with Journalists on the “Right to Information Act 2009” in April, 2012. The Right to Information Act (RTIA) is a unique tool through which journalists will be able to produce outstanding quality news which is different from the typical stories that are usually produced.

Conference on “Global Organisation for Parliamentarians Against Corruption” Chapters

From 22-23 April a conference was held on Global Organisation for Parliamentarians Against Corruption (GOPAC) Bangladesh chapter in collaboration with ANSA SAR. The conference was hosted by the two teams and held in Westin and Bangladesh National Parliament respectively. In the conference, the following were discussed: GOPAC Global Task Force (GTF), lessons that have been learned by each of the chapters in the South Asian region, peer to peer learning initiatives and opportunities in the parliamentary oversight and United Nations Convention Against Corruption (UNCAC) Global Task Force (GTF) areas. Members of Parliament of Nepal, Sri Lanka, Pakistan, India and Bangladesh including the team members of ANSA-SAR participated in the conference while Nuzhat Jabin, Program Manager of ANSA-SAR, IGS made a presentation on social accountability tools and how elected representatives can use these tools to fight corruption and increase accountability.

Workshop on “Public Sector Accountability for the fulfillment of Maternal Health Commitments”

On 21 April a workshop titled “Public Sector Accountability for the fulfillment of Maternal Health Commitments” was organised by JATRI in collaboration with White Ribbon Alliance, Bangladesh at JATRI conference. The workshop was facilitated by Barrister Manzoor Hasan, Adviser of IGS and Nuzhat Jabin, Program Manager of ANSA-SAR, IGS made a presentation on “Potentials of using Community Score Card as a means of increasing Public Social Accountability”.

2 District level workshops held on “Engaging Citizens in Public Procurement”

As part of technical assistance to Public -Private Stakeholders Committee (PPSC) under PPRP-II project, IGS organised 2 district level workshops.  The first workshop was held on 2 April 2012 at the conference room of Narayanganj Club while the second one took place on 19 April 2012 at Capsicum Party Center in Comilla. Participants of the workshop include representatives from local public administration, public procuring agencies, local government, bidder’s community and civil society organizations. The workshops were facilitated by a team from IGS that included Munir Uddin Shamim, Senior Programme Manger, Ekram Hossain, Senior Program Officer, Zohora Farzana Ahmed Bipasha, Communications Associate and Nazmul Arifeen, Research Assistant. The purpose of the workshops was to engage and exchange views on public procurement from these participants where the first working session of the workshop comprised of highlighting the problems and prospects of public procurement while the second session focused on participants’ experiences related to existing practices of third party engagement and last working sessions explored opinions and recommendations on how to engage third party in public procurement.

Capacity Building for Promoting Governance (NUFFIC): First Working Committee held

The NUFFIC supported ‘Capacity Building for Promoting Governance’ project organised its first working committee meeting on 9 April 2012. The meeting was held in Public Administration Training Centre (PATC) attended by Mr. Md. Mahmudul Hassan, Joint Secretary and MDS, PATC, Dr. Martin van Asseldonk, Senior Consultant, MDF, Dr. Rizwan Khair, Director, IGS and other working group members from IGS and BPATC. In the meeting, an action plan for next one year was developed and endorsed by the committee.

Review of IGS’ Evaluation System

In April 2012 Dr. Martin van Asseldonk, reviewed IGS’ existing training and academic evaluation system through evaluation of the current academic training programs operating in IGS and through consultation with IGS Director, Senior Program Manager, Academic Coordinator and Academic Training Manager. This evaluation was done on behalf of NUFFIC project requirements

Lecture on “Role of International Monetary Fund (IMF) in the Economic Development of Bangladesh”

A group of IGS staff members attended an open lecture on “Role of International Monetary Fund in the Economic Development of Bangladesh” on 26 April 2012 at BRAC University Vice Chancellor’s office. The lecture was delivered by Dr. Eteri Kvintradze, Resident Representative, IMF and Dr. David Cowen, Mission Chief for Bangladesh, (IMF).

The session was jointly organized by the Institute of Governance Studies (IGS) and Department of Economics and Social Sciences, BRAC University.

Round Table Discussion organised by “The Daily Star”

M. Shahidul Islam, Research Coordinator of IGS, participated as a panelist at the roundtable discussion on “Regional Economic Hub Challenges,” organised by the Daily Star, on 7 April 2012 at Chittagong Chamber House.

Field Visit of the EMG 3rd Batch Students

As a part of the certificate programme on the Environmental Management and Governance (EMG), students of the 3rd batch of the course went on a daylong field visit to conduct an Environmental Impact Assessment on Garment Industry. They visited the M/S. EchoTex Garment Limited, at Chandra in Gazipur on April 5, 2012. During their visit they observed water quality, air quality, noise quality, impact on biodiversity, in-process liquid wastage, solid wastage etc. Based on the visit, they prepared a report and presented in the class.

Inception of 4th Batch of the MA in Governance and Development (MAGD)

On 4 March, the 4th batch of MAGD classes has started at BCDM, Savar. This year altogether a number of twenty four students of which three female and the rest twenty one male belonging to 4 cadre of Bangladesh Civil Service have been enrolled in the class.

CIPS Students left for UK for Level VI Exams

On 18 March, Cohort II of the Chartered Institute of Purchasing and Supply (CIPS) left for UK for the completion of CIPS Level VI exams. The duration of the period for the exam is nine weeks.

Bangladesh Youth Survey Conference

IGS in collaboration with Colombo University organised a Joint Regional Conference at Mount Lavinia, Sri Lanka during March 22-24 named “Giving Youth A Voice”. This brought together quite a number of core stakeholders who have been engaged in youth policies and youth studies in the region. Speakers from six countries, Sri Lanka, Bangladesh, India, Nepal, Bhutan and Pakistan, as well as Germany were invited. Their presentations covered the fields that are of core interest to youth and youth policies, namely education, employment and vocational training, political participation, family and community, youth and IT, as well as overall topics of youth policies.


The conference was participated by around 40 scholars, who presented 23 papers within 2 and half days.These were followed by lively debates and exchanges of views and assessments. The three core groups were those from Sri Lanka, India and Bangladesh, where youth surveys have been carried out over the past few years. Besides the Colombo University and the IGS team, these included the team from the Centre for Study of Developing Societies (CSDS) in New Delhi, who had conducted the Indian Youth Survey. Policy makers were represented by key persons from the Ministry of Youth and Skill Development (Sri Lanka), as well as for the Dept. of Youth Affairs (Bhutan). From the side of development partners, young professionals from UNDP Pakistan and Bangladesh, and from Unicef  Bhutan had joined the conference. Other academics were from Lucknow, Heidelberg, Bath (UK) and Bielefeld University. One core group for debate were Sri Lankan youth from several Youth Federations, as well as from the Sri Lankan Youth Parliament, including the Youth Prime Minister.

From the side of IGS, the participants were Barrister Manzoor Hasan, Advisor, Dr. Elvira Graner (Co-Organiser and Research Fellow), Kazi Nur Mohammad Hossainul Haque, Senior Research Associate, Salina Aziz, Senior Research Associate, Fatema Samina Yasmin, Research Assistant and Rigan Chakma, Research Assistant.

IGS Director delivered lecture in the BPATC

On 28 March Dr. Rizwan Khair, Director of IGS conducted a class on Public Policy Analysis at BPATC, Savar for the senior government mid officials. The lecture was the part of their Senior Staff Course.

IGS Researcher Contributed in the New Paper

M. Shahidul Islam, Research Coordinator of IGS was interviewed by China Daily on China-Bangladesh relations. The interview was titled, “Silk Route Builds Bridge” which was published in China Daily on 23 March. Mr. Islam also published an article in the Daily Star named “Of Youth and Indian Elections” in the OPED on 20 March.

FGD’s Conducted

On 10 and 29 March two Focused Group Discussionswere arranged by Md. Harun-Or-Rashid, Research Associate with the public officials and journalists respectively. The purpose of these two programs was to gather information from both parties in order to prepare a policy note on “Role of Media in Engaging Citizen in Public Procurement in Bangladesh” under PPSC project.

Procurement Training

Completion of CIPS, Cohort II, Level 5 Course

Cohort II, level 5 course, (250hrs lectures/166 sessions) has been completed. Dr. Glynis Davies, FCIPS, CIPS, UK, conducted the level 5 revision classes during 14-18 February at JATRI Office of IGS.

Certificate (Cohort I, CIPS) Awarding Ceremony at the British High Commission

On 22 February, Cohort I awarding ceremony took place at the British High Commission, Dhaka. Cohort I, Cohort II and private cohorts attended the event. 17 participants from Cohort I were awarded with MCIPS certificates. The British High Commissioner, Robert Gibson, World Bank Country Director, Ellen Goldstein, Director, Business Solution, CIPS, UK, Andrew Coulcher, Global Public Sector Manager, CIPS, UK, Paula Steele, Vice Chancellor of BRAC University, Dr. Ainun Nishat, Secretary IMED, Md. Mozammel Haque Khan, DG (CPTU of the Planning Ministry), Amulya Kumar Debnath and many more significant personalities were the guests of the ceremony.  Staff of IGS involved with CIPS programme were also present at the ceremony.

Technical Consultancy Service to Asia Foundation

Under the technical support to Promoting Democratic Institutions and Practices (PRODIP), of the Asia Foundation-Bangladesh, IGS prepared a draft advocacy manual on Strengthening Parliamentary Democracy through Able and Active Civil Society. The manual was shared with the representatives of the Asia Foundation. Based on this manual, an advocacy training course was also designed for CSO representatives.  The first Training of the Trainers (ToT) on the said advocacy manual was held from 22-23 February. A total of 15 participants from different CSO organisations attended this 2-day training.

Public Lecture Conducted at Dhaka University

Department of Political Science, Dhaka University, Institute of Governance Studies (IGS) of BRAC University and the Embassy of the Federal Republic of Germany jointly organised a public lecture on ‘The Transformation in the Arab World: Why do dictatorships survive, when do they fall’ at R. C. Mojumder Auditorium in Dhaka University on 22 February.

Director of Social Science Research Centre and Professor of Comparative Political Science and Democracy Research at the Humboldt University, Berlin, Germany, Dr. Wolfgang Merkel, was the key note speaker. Acting Chaiman of the Department of Political Science, Dr. Gias Uddin Molla presided over and Research Fellow of IGS, Dr. Elvira Graner moderated the lecture programme. Deputy Head of Mission of the Embassy of the Federal Republic of Germany, Dr. Ralf Matthias Reusch, Registrar, BRAC University, Ishfaq Ilahi Choudhury also spoke at the occasion. Research and Communications staff of IGS and about 160 students of Dhaka University attended the public lecture and participated in an open discussion session.

Trainings, Presentations, Conferences and Workshops Attended by IGS Staff

Research Assistant of IGS, Jannatul Ferdosh, presented at the International Conference on “Leadership and Social Changes: Challenges and Future Prospects”, organised by the International Islamic University, Malaysia (IIUM) from 11-13 February. The topic of her presentation was “Urge of Promising Leadership for Combating the Present Crisis of Muslim World” where she highlights what the nations, across the Muslim world (Middle East to North Africa) are very recently experiencing i.e. emergence of independent political upheaval and unrest.

 

Research Coordinator of IGS, Shahidul Islam, made a presentation on “Trade and Commerce in Bangladesh: Challenges Ahead” at the Round Table Conference organised by Policy Research Center, Bangladesh on February 12 at the Ruposhi Bangla hotel.

Sr. Research Associate, Salina Aziz and Research Assistant of IGS, Fatema Samina Yasmin attended the “BRAC Global Learning Meeting 2012”, at Rajendrapur, BCDM, which was held on 7 February. They have presented some key findings of Youth Survey in that meeting.

Research Associate of IGS, Farhana Razzaque, has participated in a training programme named “Strengthening Parliamentary Democracy through Able and Active Civil Society" from 22-23 February. Research Assistant of IGS, Rigan Chakma, participated in a workshop on “Linkage between Climate Change and Migration in Bangladesh” organized by RMMRU on 23 February.

Affiliated Network of Social Accountability (ANSA)

Launching of Third-Party Monitoring System

The World Bank (WB), in collaboration with ANSA-SAR of IGS and Manusher Jonno Foundation (MJF), organised an event on 8 February to launch a Third-Party monitoring system for the WB-financed schemes. MJF will conduct the monitoring process for the WB. Vice Chancellor of BRAC University, Dr. Ainun Nishat, spoke at the launching event, which was followed by a one-a-half-day training for MJF on “Tools for Third-Party monitoring” with a special focus on “Citizen’s Report Card”. Research Officer of Public Affairs Center, Bangalore, India, Dr. Prabhakar Kollapudi was the key resource person for the training.

Meetings and Presentations in Pakistan

A partner review meeting was held in Karachi, Pakistan, from 13-18 February. A Stock-taking Round Table was also held in Islamabad where fifteen organisations based in Islamabad and neighboring cities attended. The Round Table aimed to build an information/evidence base for the current and emerging accountability agenda, especially for South Asia. COO of ANSA-SAR, Naimur Rahman, made a presentation to the World Bank, Pakistan Country Office, on social accountability and possible way forward for Pakistan.

Design Workshop on Communities of Practice on Social Accountability (CoPSA) Tools

The workshop, held from 29 February to 1 March, was organized by CUTS, who will anchor the Communities of Practice on Social Accountability tools. The workshop was attended by various organisations from Bangladesh, India, Pakistan, Nepal and Sri Lanka, who took part as the core group of this “Communities of Practice”.  The outcomes and the summary of in-country consultations were analysed. They shared the challenges being faced for information sharing and confrontation they experienced during the in country consultations. The workshop suggested ways to make an effective online network with website components with a benchmarking example from The Center for Civil Society of India. The capacity building of the core teams as well as the other CSOs were emphasized. Operational strategies with the usability and effectiveness of the tools were discussed. The discussions also identified ways to make the tools useful. Preparations for this workshop and the country level consultations were held throughout February. The workshop ended with summarised outcome of the learnings from both the workshop and country specific action plans for the year and beyond particularly for the next 6 months.

Journalism Training and Research Initiative (JATRI)

Planning Meeting with Fellows and Mentors

A planning meeting with fellows was held on 10 February. Chief of Party, USAID PROGATI, Denis Gallagher, Deputy Chief of Party, PROGATI, Beth Cunningham, Consultant, DAI-PROGATI, Ralph Framenlino and all fellows and mentors of CAG-JATRI fellowship 2012 were present at the meeting. Fellows shared their experiences with Ralph. He discussed on investigative reporting, its process and things that need to be kept in mind while writing a report. He also discussed about the audit reports of Bangladesh Government and showed them ways the fellows could dig out more from the reports or investigate those reports further. Discussions were also held on the submission of the RTI request.

Orientation on Reaching MDG - 5 Goals: Role of Policy Makers

On 18 February, JATRI and White Ribbon Alliance (WRA) jointly organised an orientation for the Member of Parliament. WRA, Bangladesh, (WRA,B) is a civil society coalition working at the national, district and grassroots levels to advocate for a stronger, more effective
and safe motherhood. The objective of this orientation was to engage a select group of female Parliamentarians to advocate for commitment to maternal and newborn health initiative (MNH). Orientation was organised for the parliamentarians on advocacy for Maternal Health particularly to increase the focus on MNH in parliamentary sub-committees of Ministry of Women and Children's Affairs. It was expected that the Parliamentarians will become active members and initiate efforts in their constituencies to promote MNH following the efforts taken by the WRA,B. Representative from WRA,B gave presentation on their activities and the scenario of Maternal Health. JATRI Chief, Jamil Ahmed, moderated the session. Members of Parliament gave specific commitments to promote maternal and newborn health in their constituencies.

Orientation for Fellows of JATRI-PIB Fellowship

On 20 February, JATRI organised an orientation for the fellows of JATRI-PIB fellowship 2012 on Tobacco control issues in Bangladesh. Selected fellow names were announced on the occasion. 5 journalists from print and electronic media were awarded the fellowship for this year. Associate International Communications Director, Rajika Jayatilake and Advocacy and Media Coordinator, Bangladesh, Taifur Rahman, along with 5 fellows and 2 mentors attended the orientation. Taifur Rahman gave a presentation on anti tobacco issues. Chief of JATRI, Jamil Ahmed, shared the fellow and mentor selection process and fellowship objectives with the participants. The fellows shared their topics of reports.

Planning meeting with the fellows:

A planning meeting was organised with 5 fellows of the Anti Tobacco Fellowship and Associate International Communications Director, CTFK (Campaign for Tobacco Free Kids), Rajika Jayatilake. During the meeting, she shared the main focus of fellowship. The fellows planned the total programme with her where they fixed the topic, developed an action plan and shared a draft proposal in accordance to the defined templates.

Seminar on Major Threats to Quality Journalism: Global and Bangladesh Context

A seminar on “Major Threats to Quality Journalism: Global and Bangladesh Context” was organised at JATRI on 28 February. Executive Director of International Press Institute (IPI), Alison Behel Mekenzie, was the key note speaker while the CEO and Editor in Chief of Boishakhi Television, Monjurul Ahsan Bulbul, performed the role of the chair. Advisory Editor of the Financial Express, Zaglul Ahmed Chowdhury, was the guest speaker. Ms. Mekenzie addressed the issues of the top challenges facing quality journalism around the world. She talked about things which influence the media environment and the quality of journalism, including physical and political environment, cultural attitudes and basic infrastructure.

IGS facilitated the study tour of the University of Virginia

A group of 17 students of the University of Virginia under the guidance of Brad Brown, Associate Professor of the University of Virginia and Cliff Maxwell, Teaching Assistant visited Bangladesh from 1- 12 January for a study tour titled “Development Practice: Social Enterprises in Bangladesh, 2012. IGS facilitated the study tour. As a part of the tour, the team visited Bangladesh Women Chamber of Commerce and Industries (BWCCI), Aarong, Grameen Bank, BRAC Microfinance Programme, BRAC Health Programme, BRAC Primary Education Programme, Ayesha Abed Foundation, BRAC Enterprises, USAID Programme, BRAC Dairy and Food Project Programme and BRAC Agricultural Research and Development Center, Srimongal with the assistance of IGS. The team also met Nobel Laureate Professor Mohammad Yunus.  

Academic Programmes

CIPS LA-04 Exam was held

The Chartered Institute of Purchasing and Supply (CIPS) LA-04 exam was held at JATRI on 25 January for private cohort. Fifteen out of seventeen candidates attended the exam.

Study Tour

Batch two of the CIPS went for a study tour at Renata Pharmaceuticals Ltd at Mirpur on 25 January to practically observe the operational processes and storage maintenance of the company.

Masters in Governance & Development (MAGD)

Written test and group interview for the 4th Batch of the MAGD was conducted on 14 January. Out of 49 candidates, 25 were selected finally for the programme. The classes of the programme will start from 3 March 2012.

Meeting with Grantees

Naimur Rahman, Chief Operating Officer of ANSA-SAR attended a meeting for the ANSA-SAR supported initiative implemented by Public Affair Center on the 4th-5th January, 2012 in Bangalore.
One of ANSA-SAR’s partners, Manusher Jonno Foundation organised a half-day experience sharing workshop on January 12, 2012. The workshop brought together the four partner NGO’s such as the Dhaka Ahsania Mission, Agrogoti Shangstha, Jagrata Jubo Shangha and RDRS. In both these events the current activities and future prospects of the project were reviewed and discussed. The workshop was attended by Naimur Rahman and Nuzhat Jabin.
“Open Doors” 2012 Conference
On the 16-18th January 2012, a regional conference was held in Manila for Procurement Practitioners in East- Asia Pacific named “Open Doors 2012”. Open Doors 2012 supports ANSA in East Asia Pacific region to provide the networking, capacity building and technical support necessary for the SAc practitioners to turn into a resource group for sustained and quality procurement work. Mr. Naimur Rahman participated in this event.

Workshop for Community of Practice on Right to Information

From January 22-23 ANSA SAR organised a Design Workshop for the Community of Practice (COP) on Right to Information (RTI). The COP on RTI is anchored by the Commonwealth Human Rights Initiative (CHRI) in India. The two-day event brought together members of civil society organisations from India, Bangladesh, Pakistan and Nepal- this group would form the core group of the COP. The two day workshop was designed to enable each participant to establish RTI in their own countries.

On January 30, Orissa based ANSA-SAR partners namely Sambandh, YSD, Adhar and CDS made presentations by the ANSA-SAR funded Initiatives to World Bank’s State Portfolio Review Committee.   

Completion of Baseline Study of “Capacity Building for Promoting Governance”

Capacity Building for Promoting Governance, a joint initiative of IGS and BPATC in partnership with MDF, ISS and VU Amsterdam, completed its baseline study as part of inception phase activities. Mr. Martin, Project Coordinator from MDF conducted the baseline study in consultation with IGS and BPATC representatives. Activities under baseline study included capacity assessment of trainers’ team of IGS and BPATC, capacity assessment of curriculum designer team, gender assessment and organisational sustainability assessment. This baseline was carried out during 4-20 January 2012. BPATC and IGS trainers’ team, curriculum designers’ team and working group participated in various exercises related to this baseline. Methodology of the project baseline study included interactive discussions, demonstration, presentation, self-assessment, self reflection   and peer assessment. Various prescribed formats, which were also developed in consultation with IGS and BPATC, were used in baseline. The baseline study ended with development of gender plan, organisational sustainability plan and self development plan by trainers and curriculum development teams from IGS and BPATC.

6th Meeting on Public Private Stakeholders’ Committee

The 6th Public Private Stakeholders Committee (PPSC) meeting was held on the January 4, 2012 at the NEC Conference Room of the Planning Commission Campus in Dhaka. The meeting was chaired by Mr. Md. Mozammel Haque Khan, Secretary of Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning. Mr. Iqbal Mahmood, Secretary of Economic Relations Division, Ministry of Finance, Mr. Manzoor Hasan, Advisor to the Institute of Governance Studies, BRAC University and Mr. Amulya Kumar Debnath, Director General of Central Procurement Technical Unit (CPTU) were also present. Mr. Mohammad Sirajul Islam, Research Associate of IGS & Ms. Begum Mahmuda, Controller (Finance & Accounts) of Bangladesh Rural Electrification Board made presentations in the event. It was featured in national dailies such as Prothom Alo, Jugantor, Dainik Janakantha, The Independent, The Financial Express and the Daily Sun.

Presentation made by Visiting Research Fellow

Mr. Shahidul Islam, Visiting Research Fellow of IGS made a presentation at the 2nd Yunnan-Bangladesh cooperation dialogue, jointly organised by the Bangladesh Institute of Peace and Security Studies and Yunnan Development Research Centre, Dhaka, from January 4-6, 2012. The presentation topic was 'Boosting Trade Partnership and Strengthening Bangladesh-China Connectivity'.

Journalism Training & Research Initiative (JATRI)

Orientation to the fellow of the CAG JATRI Fellowship:

JATRI is conducting an investigative journalism fellowship programme for midcareer journalists focusing on use of public audit reports for investigative journalism where each fellow will produce two stories using Right to Information requests and other investigative techniques.
As a periodic activity of this fellowship programme, JATRI organised an orientation on January 21, 2012 for selected fellows. Six selected fellows, three mentors, JATRI staff and representative from PROGATI attended the orientation programme.

The fellowship will enable the journalists to strengthen their skills and gain valuable experience in investigating issues and will assist them with their story development and understanding of public audit.

Orientation meeting with the Office of the Comptroller and Auditor General (OCAG):

JATRI is implementing a fellowship programme to encourage journalists and media professionals to create investigative reports on Govt. Audit Reports in collaboration with PROGATI-USAID. The fellowship will provide these journalists with time, funding and mentors that will enable them to strengthen their skills and gain valuable experience in Govt. audit reports.

JATRI organised an orientation meeting on January 23, 2012 with the Office of the Comptroller and Auditor General (OCAG). The venue was OCAG, Kakrail, Dhaka. Mr. Md. Iqbal Hossain, Deputy CAG; Ms. Fahmida Islam, Chief Accounts Officer, Ministry of Communication; Mr. Md. Murshidul Huq Khan, Additional Deputy CAG- Admin; Mr. Md. Shofiqul Islam, Director, MIS; Mr. Md. Khademul Karim Iqbal, Head, Media and Communication Cell and Fellows, Mentors, Chief Of Party (COP) and Communication Officer of PROGATI were present at the orientation meeting.

The 6th Public Private Stakeholders Committee (PPSC) meeting was held on the 4th of January 2012 at the NEC Conference Room of the Planning Commission Campus in Dhaka. The meeting was chaired by Mr. Md. Mozammel Haque Khan, Secretary of Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning. Mr. Iqbal Mahmood, Secretary of Economic Relations Division, Ministry of Finance, Mr. Manzoor Hasan, Adviser to the Institute of Governance Studies, BRAC University and Mr. Amulya Kumar Debnath, Director General of Central Procurement Technical Unit (CPTU) were also present. Mr. Mohammad Sirajul Islam, Research Associate of IGS & Ms. Begum Mahmuda, Controller (Finance & Accounts) of Bangladesh Rural Electrification Board made presentations in the event.
