The Institute of Governance Studies (IGS) of BRAC University provides technical assistance to the “Public Private Stakeholder Committee (PPSC)” constituted under the auspices of the Component – 4 of the Public Procurement Reform Project-II (PPRP-II) titled, “Expert and Support Services to the Public-Private Stakeholders Committee (PPSC)”. IGS, being a research as well as academic organization operating under the umbrella of BRAC University system and working to promote good governance in Bangladesh and South Asia region, responded to the invitation from the CPTU to provide technical assistance to the PPSC.
The Public Procurement Reform Project –II is a follow-on project of the Public Procurement Reform Project (PPRP). The first PPRP (duration 2002-2007) laid down the policy and legal framework (Public Procurement Regulations, 2003 and Public Procurement Act, 2006) regarding operational, implementation and monitoring functions (creation of CPTU in April 2002) of public procurement. The objective of PPRP-II is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies.
Under Component 4 Bangladesh Center for Communication Programs (BCCP) has been selected by CPTU to do social awareness campaign and communication related activities. The Institute of Governance Studies is primarily responsible for social accountability related work, which includes providing technical support to the PPSC and devising a third party monitoring strategy.
